Resolatio: Adopted Reaffirming Position in Favor of Civil Service Reform—Action Rescinded. ‘The special m2eting of Columbia Typo- graphical Union, which was held last even- ing at Typographical Temple, was largely attended, about 400 members being present. ‘The action of those members who on Sun- day last at the regular monthly meeting adopted a resolution instructing the presi- dent and secretary of the union to re- quest President McKinley to withdraw the government printing office from the opera- tion of the civil service law, was prac- tically repudiated, and at last evening's meeting, by a majority of thirty-five, the members adopted a series of resolutions re- affirming the position of Columbia Union in favor of civil service reform. The Resolutions. The resolutions, which will be further s"bmitted to a vote of referendum, to be taken in the various chapels in the near future, are to the effect that Columbia “: spographical Union, No. 101, has for many years felt the baneful effects of the old spoils system of appointments and dis- charges in the government printing office, ard believing that it would prove bene- ficial to its membership, to the govern- ment service and to the cause of true unionism, to have the classified service ex- tended to said government printing office. At a well-attended and thoroughly repre- sentative meetirg of Columbia Typograph- ical Union, No. 101, a resolution was adopt- ed by a large and emphatic majority, re- questing the President of the United States to extend the classified service to the said government printing office. The membership having witnessed the beneficial results of said classified service during its operation in the government printing office, voth to the cause of unton- ism and the good of the membership, as weil as to the benefit of the government service, which sentiment was recently at- *tested, when, by a large majority, the Union at a chupel election, at which the full membership had an opportunity of voting their honest convictions, did em- phatically express its hearty approval of end confidence in the policy of civil service, and by a vote of 767 to 338 the unicn ex- Pressed its condemnation of and declared as unauthorized by, and unjust to its mem- bership, the action of three of the four gates from our union to the conve: tion of the I. T. U. at Colorado Springs, when they voted for a resalution condemn- ing the classified service as applied to the government printing office. Emphatic Disapproval. It was declared as the sense of the union “that we do now most positively condemn the action of the twenty-nine members of this union, who at the meeting last Sunday took advantage of the very small attend- ance to pass a resolution purporting to represent the sentiment of the union, whereby the union's former position ou service was supposed to be reversed, sa‘d resolutions requesting the President of the United States to remove the govern- ment printing office from the classified ser- vice. “Further, That Columbia Typographica! Union, No. 1e1, condemns as unjust and undermining any attempt on the part of a few of its members at any time to take advantage of the absence of the large ma- jority of the membership to reverse the tion of the union on any matter, and especially on a matter of so much impori- ance to the union, and more especially a matter like this one, when the union has 0 recently and so emphatically emphasized its convictions. “Further, That Columbia Typographical Union, No. 11, hereby rescinds the reso- Jution passed at Sunday’s mecting by the twenty-nine votes out of a membership of over 1,400, and further condemns their ac- tion as unauthorized, and as not represent- ing the sentiments of this union, and that it Is the sense of this union that hereafter all action affecting the status of the union’s position on the question of civil service reform, as promulgated and extend- ed by Congress, and extended by Presi- dents Harrison and Cleveland, and as pro- moted, improved and made more equitable ident McKinley, be submitted to a endum vote. “Further, That a copy of these resolu- tions be furnished the President of the United States, the civil service commission and the press by the president and secreta- ry of this union.” Fature Action. The cow which nourishes the hope ef the Churchills and the Vanderoilts is carefully fed and strictly isolated, to avoid all chance of impurity in the milk. The duchess is progressing satisfactorily, according to a bulletin given to the World correspondent at Spencer House tonight, and inquiries are now confined to her own and the duke’s relatives. Mrs. Belmont sees the duchess every day for a short time, while Mr. Vanderdilt is regularly informed by a report of the coc- tors after each visit. — ee COUNTERVAILING DUTIES. Assistant Secretary Howell Insues a Circular Giving Dates, Assistant Secretary Howell has issued a circular letter to officers of the customs, fixing the rate of countervailing duties hereafter to be assessed on sugars imported from the Argentine Republic, Austria-~Hun- gary, France and Germany. This action is taken under the authority conferred by section 5 of the new tariff act. The rates of bounty respectively granted by the sev- eral countries on exportations of sugar, and which hereafter will be assessed against such sugars imported into this country, are given by Mr. Howell.
