Before adjourning the District branch of the Police Court yesterday afternoon, Judge Mills said he desired “to thank the officers of the court for the excellent man- ner in which the business was today con- ducted; that it was the most satisfactory court he had held for a long time, and that this was owing to the fact that the rules of the court had been carried out.” > Four Proposed Dry Docks. In order to free itself from the responsi- bility of sending any more Unitéd States warships to foreign dry docks, the Navy Department will recommend to Congress that appropriations be made for the con- struction of at least four new dry docks. It will be suggested that these be located at Boston, League Island, Norfolk and’ Mare Island, Cal., and it is hoped that Con- gress will authorize the construction of at least some of them of stone.
