Bell Telephone, No. 106 ALEXANDRIA, Va., August 11, 18% The heavy rain storm of last night, which appears to have done much damage in Washington and the surrounding country, was not of more than ordinary force here. For about ten minutes the rain came down in torrents, and the waters clean the gutters, streets and sewers nicely. No sur- plus water was noticeable on the streets. Much fear was felt for the 3d Regiment Virginia Volunteer Field Band, which pitch- ed camp at Chapel Point, Md., yesterday afternoon. It is believed that they exp ienced @ regular washout, which, to say the least, would have made their first night in camp more than uncomfortable. Passengers arriving here by the late bonts report an unpleasant passage from the cursion resorts. About 8:30 o'clock, when the storm struck Alexandria, the streets were deserted, all having taken warning at the unmistakable signs of heavy show- ers. No resultant damage has been report- ed so far in this city. se There were no washouts reported along the line of the Washington, Alexandria and Mount Vernon electric railway, and all trains are reported as running on time. Word has not yet been received from the camp. No damage is discovered along the river front traceable to the storm, and all boats moored at the wharves appear to have stood the wind bravely and without damage. Many believed there would be a vepetitioa of last September's sad experience, and great was the relief when the silvery moon made its appearance through the clouds about 10 o'clock. The Roanoke Conventio A private dispatch was received in this city today from ‘Roanoke, saying that the Alexandria delegation had arrived safely and had strong hopes of capturing the lieu- tenant governorship for Mr. James R. Ca ton, Alexandria's candidate. The combi- nations being made are numerous, and the fight for the attorney genership will be a Cesperate one. C. C. Carlin, Lewis Machen of Alexandria, A. A. Lipscomb, Frank Hume of Alexandria county and other eighth d'-trict democrats are at work and are very confident. “The combination now,” said Mr. Carlin, “is to nominate Echols by the comb nation of the Lassiter and Smith forces, and thus kill off Montague and Alexander. If this caunot be done, and I do not believe it can be, Mr. Caton stands a most excellent chance of nomination. Ton’ght we are very confident.” City Council Meeting. There is an effort on foot to have a spe- cial session of the city council one night this week for the purpose of deciding sev- eral matters of importance to the city, one Leing the construction of a sewer on Cam- eron street and others relating to certain street improvements. Council will not meet in regular session until October. The queen had already taken a fancy to Mrs. Chamberlain previous to the recent jubilee festivities, fancy to which she had given public demonstration by the frequency of the “commands” which the American wife of the secretary of state for the colonies had received to dine and sleep at Windsor and Osborne. But during the months of June and July Mrs. Chamberlain was brought more into contact with the queen than ever. For just in the same manner as the wife of sec- retary of state for foreign affairs has to lake charge of the presentation of the for- eign ambassadors to the sovereign, Mrs. Chamberlain as wife the colonial fecretary had to “name” the wives of the colonial prime ministers and statesmen to the queen, that is to say, to present them on each and every occasion that these colo- nial dames took part in any function pre- sided over by the queen. Mrs. Chamberlain is declared by her ma- jesty to have played her part to perfection, and the intimation conveyed to the ro; ear that Mrs. Chamberlain's “savoir faire’ and self-possession have been acquired while acting as one of the “cabinet ladies” at Washington during her father’s term of office ss United States Secretary of War, has had the effect of considerably altering the ideas of her majesty with regard to the etiquette and social ethics that prevail at the White House. It may safely be asserted that no Amer- ican woman has ever stood high in the
