Understood to Have Bishop Arnett’s Support—President’s Failure to Ap- point a Magistratc—A Runaway. A bombshell has been thrown into the camps of the various candidates for the postmastership of. Anacostia, and nas al- ready created considerable consternation among those most directly interested. The excitement is likely to increase until the appointment shall be made by President McKinley. | Yesterday it became known to a few citizens that there was apparently a strong Prospects that Mr. Henry Johnson, a new Richmond in the field, was quite likely to secure the prize. Mr. Johnson has, it is said, the hearty support of five senators and elso of Bishop Arnett of the African M. E. Church, who is a warm personal friend of President McKinley. He is said, also, to have other powerful backing. Mr. Johnson was until a few weeks ago, when he was requested to resign, connected witn the recorder’s oifice for many years, and he is believed by his friends to be fully qualified te perform the duties of post- Master of Anacostia. When Mr. Johnson left the recorder’s of- fice it was lu give way to a son of Bishop Arnett, and it is said that previous to that event Mr. Johnson was assured by com- petent authority that Bishop Arnett would at the proper time exert himself to in- duce President McKinley to give the: Ana- costia office to Mr. Johnson. ‘There is much regret among the citizens of Anacostia that President McKinley did not befere going to Lake Champlain make an appointment to fill the long-standing vacancy in the efiice of justice of peace in the town. Jt is stated that there are many matters which must either go unattended to or those interested must go a long dis- tance before they can avail themselves of the services of a magistrate. : As an evidence of the return of prosper- ity to this vicinity it can be stated that a contractor yesterday purchased eight carts to be used in excavaiing for new buildings. The seller said that this was a larger sale than he had made during two months pre- vious. A horse belonging to Dr. R. A. Pyles attached to a carriage in which Mrs. and the driver were seated, took fright while standing in front of the doctor's home on Monroe street yesterday, and ran off at a furious rate. Although the animal dashed across the bridge and was not stop- ped until it had gone a number of squares further, the occupants of the vehicle were not hurt. The horse and carriage were but slightly injured. The Sunday school of Emmanuel P. E. Church held a pienic at Congress Heights Wednesday, and a lawn fete to raise funds for the annual outing of the choir boys of the church began last evening on the lawn of the home of Mr. Henry Jehnson. The fete will terminate tonight. The O. N. Club of Anacostia gave an ex- cursion to Bay Ridge a couple of days ago. ee SIMMONS A DELEGATE. MR. Former Master Workmen of the K. of L. Again Affiliates. The regular wcekly meeting of District Assembly No. 66, Knights of Labor, was held lest evenirg. No business of public importance was transacted, but consid- erable interest was manifested in the reap- pearance as a delegate of Mr. W. H. G. Simmons, former district master worsman, who was expelled from the order by the general executive board last winter, and was reinstated by the latter Monday last. The recently organized carpenters’ exec- utive board met last evening. The most important event of the evening was che admission of delegates from Carrenters’ Assembly, No. 148, K. of L. ae WANAMAKER ON THE TARIFF. Root of the Tree Which Yields Frait to American Labor. In a recent letter to the New York Press, Jchn Wapamaker discusses the tariff as follows: : “To the Editor of “The Press “Sir: Last Saturday's bonfire of the WIl- son and Gorman tariff bill has lit up the business world with a-brighter light than it has seen for many a day. The revision oi the tariff was promised by the republi- can party when it asked for votes for Wil- Lam McKinley. ‘The votes were given, and the first important stage in promised legis- Jation has been reached. “I think if the sudden haste to secure revenue for the government indicated by cating back the operation of the bill to the midnight preceding had taken hold as intimated »efore election, the new tariit could have been in force early in April, benefiting the country in duties collected and importations prevented to the amount of one hundred million of dollars. We are undoubtedly at the turnstile to solid, smooth road again. I see no good in telling lies to myself that at 4 o'clock one day last week we were in the dismal swamp of busi- ness depression and ten minutes after 4 o'clock the same day we had draingd the swamp and gathered a great harvest. “When the unemployed can no longer be ccunted by thousands and tens of thous- ands, we shall know that prosperity is here. The administration has prepared and given out the tools to work with, but the capitalist and workmen must take hold-of them, and with united force make them productive. “Any man who loves his country will drep doubts and fear, if he has any, and make the best of what is to be the law of the land for a considerable time. Most as- suredly the tariff ts the root of the national tree that yields fruit to American labor. It is again replanted carefully, and we hope wisely. Let us give it a chance to grow, and not crowd it with propositions of change, or be pulling it up every three or four years to try another planting. Better for the country even an imperfect high tariff that competition will regulate than a useless low tariff that will not permit profitable investment of capital or furnish any employment. “One would think, from reading the news- papers, that prosperity has already come in a night, like tH€ vast horde of Jersey mosquitoes came last week. “It has not so come, and never comes in thet way. The Klondyke country may be full of gold mines, but there will be noth- = gotten out to enrich the land and help settle currency questions until the people journey out and climb up the rocky steeps into the wild valleys. “There is hard work to be done to make the gold available—it is also so with the tariff—capital must flow out and enter- prising men must turn in and hustle. _, “When laboring people have plenty of work and good wages the country will know that real *prosperity is here. Fic- titious booms are disastrous, because of their reactions. Cocke of Cum- berland for Meutenant governor. No other nominations were made, but a committee was appointed to name men for other places on the ticket in the event that the democrats decline to fuse. ‘The action means the offering of Captain Cocke to the democrats for second place on their ticket. A Number Will Be Affected by the President's Recent Order. President McKinley's. amendments to the civil service rules will affect a number of employes under Mr. Vandiver, collector of internal revenue for the district of Mary- lard, Delaware and the District of Colum- bia. These amendments take from the classified service the chief deputy collector and cashier at Baltimore and one stamp deputy each at Washington, Hagerstown, Cumberland and Frederick. A statement Prepared at the Tyeasury Department shows that the recent civil service order of the President increases the exemptions frcm thé ctvil service competitive examina- tion from 68 to 219 in the internal revenue service, and in the customs department 348 Positions are added to the exempt-classes, and 150 places hitherto outside the rules have been brought within them. All of the exempt places, however, are subject,to a rigid non-competitive examination con- ducted by the Treasury Department. —-e-. Another Flag incident Closed. The incident at Monterey, Cal., on the Fourth of July involving the destruction of a Portuguese flag, is well on the way to- ward a settlement. A report has been re- ceived at the State Department from the goevernor of California upon the results of the investigation made by the state author- ities into the case at the request of the de- partment. This shows that the affair was the work of some irresponsible person, whom it has not been possible to identify andspunish, and the people of Monterey are unanimous in condemnation of the insult.
