The armor producing companies having declined to furnish the Navy Department the armor needed for the three battle ships now building at the price of $300 a ton, fixed by Congress, Secretary Long has taken the second step in the line marked by Congress and has called upon the ship- building companies themselves to submit propositions for providing and fitting the armor. One of them, the Union iron works of San Francisco, has already responded, declining, like the armor companies, the de- partment’s invitation. There is little doubt that the others will make like answers, although there ts a small chance that some of the shipbuilding companies may combine to secure the con- trol of one of the plants which the armor makers profess their readiness to sell, and turn out the armor they need for the ships in their hands. If, however, as is expected, all of the shipbuilders’ replies are unfavor- able, Secretary Long will proceed one step further and appoint a board of officers to carry out the direction of Congress and frame a plan for the establishment of a government armor plant. — WAS THIS ANDRE *S BALLOON? Cu . Le tx an Object Floating in White Sea. A disatch from Rotterdam says: A letter from Capt. Lehman of the Dutch steamer Dordrecht, appears in one of the papers of this city to the effect that he saw a curious object floating in the White sea on July 17, which was neither a ship nor a dead whale, but resembled a balloon, and Capt. Lehman suggests that it may have been Andree’s balloon. Lieut. Svendenborg of Gothenburg, Swe- den, thinks that if nothing is heard from Herr Andree in six weeks it is not likely that anytbing will be heard from him thi year. + 08 TO STAVE OFF ILLNESS. At This Senson, When Fevers Are Prevalent, Water Should Be Boiled. From the Philadelphia Times. Many careful housekeepers are insisting that the water used for drinking purposes be boiled during the autumn,when fevers are apt to be prevalent. If the water is boiled daily and regularly it is very little trouble. “The Chinese,” says Prof. Allen of the Ar- mour Institute of Technology, “suffer very little from typhoid fever and kindred dis- eases, though thelr water supply is very bad.” The explanation offered’is that their drink is an infusion of tea made with boil- ing water. If any one objects to the in- elpidity of boiled water, caused by the ex- haustion of the air, its taste can be im- proved by pouring it back and forth from one vessel to another in a pure atmosphere. ‘Thus aerated and cooled, it becomes per- fectly palatable, besides being much safer than the unboiled water. Indian Lands Allotted. Secretary Bliss yesterday approved two schedules of allotments of land in severalty made by the Chippewa commission to the Boise Forte band of Chippewa Indians, re- siding on the Boise Forte and Deer Creek reservations, in Minnesota. On the Boise Forte reservation 603 allotments are made, and the .total number of acres allotted is 55,212. Added to this are 435 acres reserved for the subagency, village and cemetery purposes. There is certainly no immediate occasion for anxiety. With ample reserve in the public treasury; with financial centers in a full supply of loan- able funds; with Interest invitingly low; with crop prospects most promising, and a good market favorably assured; with new mineral resources coming into View; with a territorial area sufficient to carry its present population many times multiplied; with a people advancing in the elements of intelligence and character, who dare in- duige in doleful forecasts? We need not ignore the fact that there are many wounds to be cured, excited passions to be calmed misurderstandings to be com- assing strange that this be so. Within the limits of haif a lifetime industrial methods and processes have been revolutionized, combinations in labor, in trade, in manufactures, have «u- perseded to a degree the former processes of individual movement. Secretary Long has ordered the big bat- tle ship Indiana to Halifax to be docked and cleaned. It is felt to be necessary 10 do this in order to prevent injury to the hull of the ship from corresion. The de- partment would have much preferred to send the Indiana to Port Royal, 8. C., for this purpose, but the opinion of the best navigators in the Navy Department was that it would be decidedly risky, in the present unsatisfactory condition of the ap- proaches to the dock there. While the naval officers naturally deplore the neces- sity for thus sending one of our finest ships to a foreign dock, they say the practice is not new nor uncommon. She will not be fitted with bilge keels at Halifax. New Tariff Sets the Factories Gol: Tf Once. A dispatch from New Haven, Conn., says: No sooner did the tariff bill become law than the almost dormant industries of New Haven gave unmistakable signs of revived activity. The New Haven Clock Company, which since the passage of the Wilson law has been only running spasmodically, this morning gave notice to its large force of employes in the movement department that they would be expected to work thirteen hours a day until further orders. The company recently received some very large orders conditional upon the passage of the tariff bill, and this increase in the number of hours from ten to thirteen a da: at remunerative wages is the result.
