Great Damage Done by Flood—Nar- row Escape of Sightscers on a Bridge. YOUNGSTOWN, Ohio, July 23.—The storm which struck this city and vicinity at 7 o'clock last night was very disastrous in its results. Carl Henry Mayer was struck by lightning and instantly killed, while his sweetheart, who stood near, was badly shocked. The Mahoning river rose two feet in an hour and washed away several bridges; Crab creek, an insignificant stream, rose fifteen feet in an incredibly short space of time, doing great damage in the lower por- tions of the city. Houses were washed from their foundations, and men, women and children were rescued from second- story windows, a bath tub being used in lieu of better craft. Pleasure Resort Wiped Out. Squaw Creek Park, a pleasure resort near this city, was practically wiped out of ex- istence. Trains are beginning to move after twelve hours’ delay. It is estimated that the loss in this city alone will approach $100,000. The storm was local, in many respects resembling a cloudburst, the people being given little warning. Narrow Escape From Death. A great loss of fe was narrowly averted at the Spring Common foot bridge. Men, women and children insisted upon remain- ing to watch the angry waters below in spite of the fact that the structure was un- safe. Reports from the rural districts show that the farmers suffered greatly. In Trumbull county fifteen barns were struck by lightning and burned. Crops were de- stroyed and buildings generally damaged, but no loss of iife is yet reported. AQUEDUCT BRIDGE REPAIRS. Col. Allen’s Report to the Chief of Engineers. In a special report to the chief of engin- eers, Col. Charles J. Allen, in charge of Potomac river improvements, gives the following account of the repairs of the Aqueduct bridge across the Potomac river: “In compliance with Senate resolution, | January 21, 1838, an examination of the piers of this bridge was made with the aid of a diver. A report in detail of tae examination was rendered June 21, 189%, and on the 17th of July, following, an esti- mate of the cost of repairs was submitted. By act of August 17, 1894, an appropriation of $51,070 was made for the repairs. Un- der this appropriation piers 2, 3, 5, 6, 7 and $ were repaired by means of Portland cement concrete in bags, placed by a diver, and the repair of pier No. 4 was made by means of a cofferdam, within which new masonry was laid in a large eroded cavity t the upstream end of the pier. — This work was completed in August, 1895. ‘As the work of repairs proceeded it was found that the old masonry of the pier, which was built about 1838, had not been started from solid rock, and that part cf it was of poor quality. There was also a crack in the masonry extending nearly throughout the entire height of the pier. It was decided that it would be necessary before long to remove the defective mason- ry in the remainder of the pier and replace it by masonry of proper quality founded on the solid rock. The existing approptia- tuon was insufficient for this purpose, and it was therefore necessary to ask a further appropriation. As the cofferdam would be needed for the proposed work it was pur- chased from the contractors upon com- pletion by them of their work in 1895. The unexpended balance of the appropriation, amounting to $4,600.30, was covered into the treasury. “A full report and estimate of the cost of removing all the old masonry of the pier from the coping down to the bottom and rebuilding from the bottom up was‘ren- dered under date of November 30, 1895. The cost was estimated at $65,000, which sum was appropriated for reconstruction of ‘pier No. 4, by act of Congress of June 8, 1896. A contract for the work of re- construction of that pier was made with the Houston Construction Company of Philadelphia, Pa., May 17, and approved May 28, 1897. The total estimated amount of the contract is $20,000. “The contractors commenced work on the 28th of May, and by the close of the fiscal year had most of their plant in position on the cofferdam; had made some progress in quarrying stone at their quarry, which is on the east bank of the Potomac, and about three miles above Georgetown; anc had done sume work toward putting in re- pair the false work for supporting the spans adjoining pier 4, and also the cof- ferdam. “Ovher work during the fiscal year ended June 30, 1897, consisted in some slight, necessary repairs, by hired labor, to the cofferdam. The amount expended during the fiscal year ended June 30, 1897, was $1,446.48." —___- e+ Entertaining Program. Otto Smith, a clerk for Anton Lully, do- ing business on Louisiana avenue north- west, was today fined $20 by Judge Mills for selling unsound meat. The fine was paid by Mr. Lully. Mr. J. R. Mothershead, an inspector of the health department, wes the prosecuting witness. The inspector tes- tified that Monday last a lady who hed purchased a piece of meat at Mr. Lully’s store brought it to the health office and made complaint that it was unsound, which, upon examination. proved to be co} rect. Tne meat was taken back to the store by the lady, who received the sum of _ GREAT DEMAND FOR VESSELS. Scarcity of Tonnage at Philadelphia and Southern Ports. PHILADELPHIA, July 23.—The demand for vessels in all lines of foreign and coast- wise trade continues, and rates are ad- vancing because cf a scarcity of tonnage. Railroads are said to be blocked with coal for ceast ports and vessels arriving with cargoes aré being discharged on their ar- rival quicker than ever before. Steamers for grain continue in good demand for July, August and September loadings. For Avgust loading the British steamship Boyne was yesterdsy chartered to load 11,000 quarters of grain at this port, at 3 shillings and sixpence per quarter, to Cork for or- ders, and the Mathew Bedlington was en- gaged at 3 shillings 7% pence per quarter for September-October loading. The Brit- ish steamship Imperial Prince, now in port, was also chartered to load for Cork for or- ders, at 3 shillings and 3 pence. There is also a demand for vessels to load cotton at southern ports for Liverpool, Havre and Bremen. Train loads of wheat and corn are being hurried from the west to Philadelphia, Baltimore and Newport News to make way for the new crop, part of which is being forwarded for shipment on foreign account. —~—.__ DEATH OF A NOTED CRIMINAL. Charles A. Ketchum, With Many Aliases, Dies at Michigan City. CHICAGO, July 23.—News is received here of the death of Charles A. Ketchum, alias Kalston, alias Dick Wilson, in the Michigan City, Ind., penitentiary, by the bursting of a blood vessel. Ketchum was well known in this city as a forger and confidence man. He was only fourteen years old when he commenced his criminal career in Louisville. In 182 he was engaged as an express messenger by the Adams Express Com- pany, his run being from Cincinnati to Nashville. In November he is said to have robbed the company of $25,000 by substi- tuting brown paper for money. Returning to Chicago he committed many forgeries in the Maxwell street Police dis- trict, and the police of that station still carry warrants for him for passing bogus checks on verious retail dealers. When he learned detectives were searching for him he left Chicago’ and went to Indian- apclis, where he robbed a jeweler of a tray of diamonds. For this he was sen- tenced to five years in the Michigan City, Ind., penitentiary. Before Ketchum died he said to have made a complete con- fession of his criminal career to part, Warden A. W. Sutton. pe. — COAT FOR LEADEN CARTRIDGES. Reported Important Discovery Made by Two Missouri Scientist: SPRINGFIELD, I11., July 23.—Charles W. Bates, a chemist, and Edward Jerry, @ surveyor of this city, have discovered @ secret solution by which they coat leaden cartridges, rendering them superior to steel cartridges. The ordinary leaden cart- ridges when used in the Krag-Jorgensen rfle have been found to be too soft and the lead has clung to the barrel of the rifle until the barrel was finally clagged and the steel cartridges, which have suc- ceeded the lead ones, have eventually torn the barrel. These cartridges do neither. Messrs. Bates and Jerry succeeded in procuring some of the smokeless powder used by the government, and a ag- Jorgensen rifie, and have made numerous experiments with their cartridges. At a distance of thirty yards they bored a hole through an ax handle, and also through a tat iron. In the latter case the bullet Icdged in @ tree, entering a distance of six inches. They will now offer to sell the government the secret. The leaden bullets coated with this preparation would cost the government ninety cents per pound, less than the steel bullets now in use. —_>—__ ENDEAVORERS STILL ARRIVING.
