Reciprocity and Retaliation in the Tariff Measure. AUTHORITY GIVEN THE PRESIDENT Articles of Common Use Affected by the New Duties. IN CHANGES CONFERENCE The reciprocity provision of the tariff bill as agreed to by the conference contains some of the features of both the Senate and the House bills on this subject. It also contains some retaliatory measures. It sets forth its purpose to be that of “equal- izing the trade of the United States with foreign countries exporting to this country the following articles: Argols, or crude tartars, or wine lees, crude; brandies or other spirits manufactured or distilled from grain or other materials; cham- pagne or all other sparkling wines; still wines and vermuth; paintings and stat- wary.” The President is authorized to enter into negotiations or commercial agreements in which reciprocal concessions may be se- cured in favor of the products of the United States. He is empowered to sus- pend by proclamation the duties upon these articles whenever equivalent concessions may be obtained, as follows: Argols, 5 per cent ad valorem. Brandies or other grain spirits, $1.75 per gallon. Champagne, in bottles containing one quart, $6 per dozen: containing one pint, $8 per dozen; containing one-half pint, $1.50 per dozen; containing more than one quart, in addition to the $6 rate, $1.90 per gallon. Still wines and vermuth, 35 cents per gallon, and other rates in proportion, where the goods are bottled. Paintings, etc., 15 per cent ad valorem. The President is empowered to revoke the concession when satisfied that the agree- ment is not adhered to in good faith by any other country with which an agree- ment shall have been made. What may be termed the retaliatory clause of the provision is that which em- powers the President to suspend by procla- mation the provisions of this act provid- Ing for the free introduction of coffee. tea, tonquin or tanka beans and vanilla beans coming from any country which imposes duties upon products of the United States, he may deem to be reciprocally unequal and unreasonable. The rates which he is thus empowered to fix are: On coffee, 3 cents per pound: on tea, 10 cents per pound; on tonka beans, 50 cents per pound; on vanilla beans, $2 per pound; on cuts, $1. The President is required to act within two years in securing these reciprocal trade treaties, and they are to be submitted to the Senate for its ratification. Articles are to be reduced to the extent of 20 per cent in these treaties, and the President is spe- cifically authorized to enter into negotia- tions which will place certain articles upon the free list for a specified period of five years. The duty on coal in the bill as passed is 67 cents per ton. Duty on Hides, A duty of 15 cents is placed on hides of cattle, which were placed on the free list by the House. The Senate amendment proposed a duty of 20 per cent, but this has been reduced to 15 per cent.. A proviso is added for a full drawback of the duty paid on hides subsequently exported as leather. Paintings and statuary for private use are made dutiable as provided by the House, but at 20 per cent. The free list as it passed the House is in the main adopted, except that bolting cloths and several kinds of essential oils have been added. The House provision applying a remedy to the wholesale introduction of goods into this country free of duty by Americans vis- iting Europe is substantially adopted. The para- graph inserted by the Senate (19%) provid- ing for an additional duty of 10 per cent ad valorem on all cotton yarns finer than No. 10 single, and on all manufactures made of such yarns, was stricken out by the con- ference. The paragraph in regard to packed fish Was amended, as fixed by the s to be made to apply specifically to fish in Packages. Paragraph 261 was amended so as to specifically provide that fresh mac eral, halibut or salmon showid be dutiable at the rate of 1 cent per pound, as well as the pickled or salted article. Paragraph 262, in regard to apples, ete., was amended so as to omit currants, and the House rate of 2 cents per pound on such dried fruits as apples, peaches, pears and berries prepared in any manner was restored. The Senate fixed a rate of 1 cent per pound. The Senate language in Paragraph 26%, relating to preserved fruits, comfits was retained, but in addition to the 35 cent ad valorem allowed on these ar:ic les preserved in sugar, molasses, etc., 1 cent per pound was given. The paragraph was also altered so as to reduce to 10 per vent the amount of alcohol allowed with such preserves, the alcohol in addition to tals amount being required to pay $2.50 per gallon. The grape paragraph was altered so as to require the payment of 20 cents per cubic foot “of the capacity of the barrels or packages.” Orange and lemon peels preserved, and cocoanut meat, etc., were restored to the House rate of 2 cents per pound On pineapples the Senate rate was re- tained. On unshelled filberts and walnuts the House rate of 3 cents per pound prevailed, while on shelled filberts and walnuts the Senate rate of 5 cents per pound was sus- tained. The conference struck out the Senate amendment providing for a duty of 2 cents per pound on dead game and game meats, Paragraph 282, relating to cocoa, was amended by leaving out cocoanut oil. Wines and Spirits. The conference made but one change in the schedule relating to spirits, wines, etc., proper. The Senate rate of 30 cents ver gallon on still wines containing less than 14 per cent of absolute alcohol in packages was changed to 40 cents per gallon. The House rate was 0 cents. The rates on mineral waters were com- promised. The House fixed a rate of 30 cents per dozen on pint bottles plain and the Senate a rate of 14 cents per dozen. The conference made the rate 20 cents. On quart bottles the conference made a rate of 30 cents per dozen instead of the House rate of 40 cents and the Senate rate of 24 cents. On larger botiles otherwise then plain the conference made a rate of 24 cents per gallon in lieu of 20 cents by the Senate and 30 cents by the House. The Senate proviso requiring that after Febru- ary 1, 1898, all bottles containing mineral water should have the name of the water blown in the glass was stricken out. * Firecrackers and Matches. The House rate of 8 cents per pound on firecrackers was restored. The House rate of 1 cent per thousand on loose matches was restored. The Senate also receded from its rate of 25 per cent ad valorem on feath- ers. The House rates on hair cloth were also restored. ‘The Senate rates on jewelry were retain- ed, but there was a slight change in the phraseology. The House provision in regard to dia- monds and other precious stones was re- stored. Paintings, drawings and statuary, which the Senate put on the free list, were aga made duuable, with a reduction from per cent ad valorem, as originally fixed by the House, to 20 per cent ad valorem. The conference struck out the Senate amendment fixing a duty of 35 per cent on incandescent lamps. Cigars and Cigarcttes. The internal revenue tax amendment re- lating to cigars and cigarettes made by the Senate was changed to read as follows: “On cigars of all descriptions weighing more than three pounds per thousand, $3 per thousand; on cigars made of tobacco or any substitute weighing not more than three pounds per thousand, $1 per thou- sand; on cigarettes made of tobacco or any substitute weighing more than three pounds per thousand, $3 per thousand; on cigar- ettes weighing not more than three pounds per thousand, $1 per thousand.” Crockery ware is restored to the duties provided by the bill as it passed the House which are substantially the duties of the act of 1890. Giassware is left in the main at the rates provided by the House bill, the reductions being in the paragraphs relating to bottles, molded and pressed glassware and cylii der and crown glass. —__—_e+____—_. VENEZUELA’S BOUNDARY. e of the Report of the Commission. The second volume of the report and pa- pers of the Venezuelan boundary commi; sion has just made its appearance. It is a formidable volume of 723 pages, with an introductory note by George L. Burr, who, assisted by Dr. Dehaan, compiled the mat- ter for publication. This particular volume is devoted entirely to extracts from Dutch archives and manuscript miscellaneous documents filed by the Venezvelan govern- ment, and aside from its value to the arbi- tration ccmmission as an aid in defining the boundary line, the matter will be of interest to the historian and the student of languages. +38 Army Personals.
