Text of the Agreement—Date of Cuban Mass Mecting Postponed—Action of Joint Committee. An alliance was formed last evening be- tween the Amalgamated Society of Car- penters and Joiners, Local Union No. 190 of Brotherhood of Carpenters, which is aftiliated .with the Central Labor Unton, and Building Trades Council and Carpen- ters’ Union No. 1 of the local Federation, for the purpose of advancing the interests of the members of those organizations. The proposition to do this originated with Carpenters’ Assembly, No. 1748, K. of L., several months ago, and frequent con- ferences on the subject have since been held between representatives of the four { bodies, but at the final meeting last even- ing the assembly committee refused to sign the agreement determined upon by the other three. The reason given for this was that they objected to a provision which stated that nothing in the terms of the agreement should be construed so as to interfere with their affiliation or allegiance to their several central bodies. The Compact. As adopted, the agreement for the gov- ernment of the new alliance is as follows: “We pledge ourselves in good faith, as honorable men working for the best inter- ests of our trade and the advancement of unionism, to honorably support each other in the cause of organized labor and to labor together as men with put one cause, also lo honorably support each other in any grievance which may arise refating to the detriment of our trade in the District of Columbia, provided that nothing in the agreement shall be so con- strued as to interfere with our affiliation with our central bodies. “It is further agreed that a member of one labor body shall not be allowed by the organization to which he belongs, to take the place of any union man who quits a Job for any cause affecting union princi- ples; that the union rate of wages und hours be strictly enforced; that a set of working rules be adopted for the guidance of the combined unions, to remain in force until revised or changed with the consent of all the unions; that a general card sys- tem be adopted by the combined unions; that a joint standing committee of five fiom: each union be formed, whose duty it skall be to issue quarterly’ working cards to the members of each union, and to at. tend to all matters affecting’ the union represented in the alliance, and also to for- | mulate working rules for the guidance of | the combined union 1 “In case of dispute or other matter of variance between any of the unions, all ef- forts shall be used to settle the same with- in the organization, and if they fall to agree, it must be investigated by the joint committee; if they fail to settle it, it shall be submitted to arbitration, the cause of | dispute or the subject matter of variance cnly to be the theme of arbitration. “No union can withdraw from the com- pact or agreement until after three months’ notice to do so has been given to the other members, the notice to state clearly the cause or causes for withdrawal. The joint committee shali elect its own officers.” The Cuban Mass Meeting. The joint committee on the part of the Central Labor Union, Building Trades Council and locai Federation of Labor, the delegates trom District Assembly No. 66, Knights of Laber, being absent, appointed for the purpose of arranging for a Cuban mass meeting, was held last evening. Pres- lident Milford Spohn occupied the chair, jand Messrs, Richard Lanis and Arthur Ke ved as secretaries Owing to the continued absence of the committeemen of A. D. 66, K. of L., it was decided to postpone the date for the meeting, it being considered that there is not suflicient time between this and Sunday to make arrangements for holding it on that date, as originally proposed. Crowley and The Senate Making Rapid Progress With the Tarift Bi The Senate made very important progress with the tariff bill yesterday afternoon. After disposing of the coal paragraph and the Hawaiian reciprocity treaty exemp- tion clause, they proceeded rapidly. ‘The free list was then taken up. In acids salicylic acid was struck out, having been placed on the dutlable list. In alizarin the clause “including naptha- zarin black and all fast black coal tar dyes” was struck out. Paragraph 460, animals, ete., for breed- ing purposes, was amended to allow cat- tle which have strayed across the Mexican horder to be brought back. : In paragraph 470 (articles returned after having been exported) the committee amendments were withdrawn and the House provision agreed to with slight mod- ifications. ‘The paragraph (4731) placing cotton bag- ging on the free list went over by general consent; also burlaps (493%). Charcoal and coal tar products went over, Mr. Quay stating that it had been agreed upon in caucus that these articles were to go on the dutlabie list. Paragraph 425 (diamonds, etc., in the rough) was changed to include the free admission of jewels used in the manufac- ture of watches and clocks. Fashion plates (532) were taken from the free list, being made dutiable elsewhere; also (334%) fence posts. Floor matting (53712) went over. Bleaching powder (578) was struck from the free list. Mineral salts (502) was restored to the free list, as in the House bill. A new paragraph (607%) was inserted placing Paris green and London putple on the free list. Paragraph 615 was changed so as to leave only terra alba on the free list. Paragraph 628, covering seeds on the free list, was modified to omit beet, radish and spinach seeds and sugar beet seed was restored to the free list. In paragraph 668, woods, deal ends, was added to the free list. A new paragraph (643%) was added to the free list, viz., foreign postage stamps, can- celed and uncanceled. The following paragraphs of the free list were agreed to as reported: 580, emery ore; 535%, fish caught in the great lakes, etc., for American fishermen or citizens of the United States; 546, grease; 558, indigo; 686%, skins and hides not othetwise provided for. Mr. Racon of Georgia gave notice of a new paragraph (51714) placing cotton ties, for baling cotton, cut to lengths, with or without buckles, on the free list. ‘The amendmert went over.
