Law Clerks Who Have Never Demon- strated Their Legal Ability. ‘The special treasury commission is en- gaged in a study of the personnel of the cletical force of the Treasury Department, with a view to harmonizing the operations of that department with the spirit and iet- ter of the civil service rules. In the pros- ecuticn of this work a peculiar state of af- fairs was found to exist in the forces of Jaw clerks in the accounting offices. There are ten of these law clerks, receiving large salaries. Although they are now in the classified service, it was found that several of them had not been examined, and that some had never even received a legal train- | ing. Some of them were chiefs of divisions in bureaus abolisked by the Dockery law, and had been transferred as law clerks without examtration. In accordance with the present policy of the Secretary of the Treasury, the follow- ing course of action has been taken with regard to the chiefs of divisions in the bu- Feaus abolished who had been transferred to other places in the department: In the case of those examined as chiefs of divi- sions and transferred as chiefs of other di- visions, the examinations will stand to their credit; in the case of those examined as chiefs of division and then transferred as law clerks without evidence of legal train- ing, the officials were sent to the civil serv- fce commission to have their legal knowl- e@ge tested—and the same course was fol- lowed in the case of those appointed as law clerks without examination as to their legal fitness. i There are three clerks in this latter cate- gery. When eppointed their offices were in the excepted service, but were subsequently included in the classified service under President Cleveland's extension of the rules. Several of the chiefs of divisions now hoid- ing the positions of law clerks also entcred the service when their offices were in ti excepted class, and were afterward trans- ferred to the classified service.
