14 SILVER IN THE WEST What Chairman Patrie of the Idaho State Committee Says. ablicans Who Left the Party Organization Are Going trol Things. hairman of the silver republi- f Idaho, has been in the Mr. Patrie, can state committee ¢ east for several weeks, and left last night for his home. He Insists that those re- publicans in the far western or silver states who left the regular republican or- ganization on account of the money ques- tion are going to control things political in their section. He says that there fe no such thing as thelr going back into the republican party, and that, on account of the strength of the silver sentiment, there is no chance for the republican party in that section. The only thing which he ad- mite might change this situation would be for prosperity to follow the enactment of the tariff bill. “There is no republican party left in our section worth speaking of,” said he to # Star reporter. “Only about one-sixth of the people voted for McKinley. Nearly all of that small number did so fn the final hope that the republican party would in some way. by international agreement or otherwise, open our mints to the free coin- age of silver at the ratio of 15% or 16 to 1. That fs what they concefve bimetallism to mean, and they will be content with noth- ing less. They care but little about the tariff. Naturally they are protectionists, and desire a fair duty on raw materials. but hold that protection will not bring prosperity and help business so long as we have gold monometallism.” Mr. Patrie said that after the patronage 1s distributed the republican patty woul be wiped out In the far west. He admits that his calculations will be upset if pros- perity follows the policy of the republi- cans, but insists that prosperity cannot come under the gold standard, which, he 8 the republican party intends to main- tain. airman Patrie said he was much pleased with the address of the silver re- for a formation publican leaders, calling of a national silver republican organiza- tion, and believed that such a party would be very strong and a most valuable and effective instrument for the restoration of ativer. ‘The republicans are certain to lose every United States senator they now have in the far west.” he declared. “Every one of these senators was elected as a silver man. None of them could have been elect- ed bad the people thodght they would abandon silver and support @ party de- claring for gold. Mr. Patrie said that, while Senator Du- bois’ successor Wi Silver man, the peo- ple of the state, regardless of party, greatly regret Dubois’ defeat. They re- gard it as a serious loss to the cause. Sen- ator Dubois, he said, has been the most popular man in the state for ten years, and today is more fopular than he ever was. The people were for and with him, nd wanted him to remain in the Senate. ‘The means used to bring about his de- feat,” he said, “to put it mildly. were of such kind as to reflect no credit on thos? resorting to them, and are bitterly resent- ed by the people of the state. The senti- ment in Idaho is well nigh untversal that Mr. Dubois should return to public hfe. It depends entirely on himself whether he will do so. You can rely upon ft that he will be called upon to again lead them at the very first opportunity presented.” pe ee PRESIDENT DIAZ’S MESSAGE. A@airs in the Mexican Republic President Diaz opened the Mexican con- gress last evening and began his messag w w of the foreign relations. He remarked that Mexico fas no difficulty with any foreign goveriment. In reference to Cuba, he that whenever Mexican citizens have been arrested and impris oneé in Cuba charged with being impli- cated in the insurrection the Mexican con- sul at Havana had been successful in ob- taining their release. With respect to the United States, he re- ferred to the extension of the term for completion of ihe work of the international Water boundary commission by an agree- ment between the two governments con- cluded at Washington November last. The extezsion 1s for one year and the subject for this commission js to settle the con- treversy arising from changes in the bed ef the Rio Grande river and in that part of its course where it forms the interna- lienal boundary. He also stated that the same commission had reported om the plan for censiruection of the dum of the same river above El Paso and said that the Mexican minister at Washington was ne- Condition th a rev said goUeting @ treaty with the United States | government upon the commission. He also remarked th Tents had agreed te submi tion of the Argentine minister at Madrid the ams against Mexico of Charlies Ober- lander and Barbara Messinger, growing out of the arrest of the former by Mex- ican officials in the border of lower Cali- fornia. The arrengements for arbitration of this claim have been reached under the eld tre: of Guadalupe. which provided for the submittal to arbitration of all congroversies between the two nations which cannot be settle! through diplomatic els, provided that arbitration is not eble to special circumstances, which © BOL exist in the present instance. In dealing with domestic affairs the President alluded to the progress of public Works througbout the country and devotes much space ts the subject of education. Gold and silver mining continues to pros- ber. He remarked that since his previous message In September 2.063 mining grants had been iseued. During the last fiscal Year total exports of Mexico amounted to $1:5,000,000, of which mineral products con- tributed $71,000,000. In some of the mizing camps of Mexico great progress ts being made in the application of electricity gen- grated from water power for the operation of mining and milling machin: ry. The Mexican government has accepted the in- ¥itation to be represented by delegates at the fifth universal postal congress, to meet at Washington in May. The railway system of the country ha lines recommended by © two govern- to the arbitra- appi been extended since September by 485 kilo- meters. Twenty-two new or modified char- ters for railroads have been granted in the same time and only four have been forfeited. The financial condition of the government continues entirely satisfactory and normal. Sources of revenue continue to increase. In the first half of the present fiseal year the normal revenue amounted to $25,500,000, which fs more than half of the sum adopt- ed as the basis for estimating the reve- Pue during the next fiscal year. Import duties exceed collections in the rst half of last fiseal year by a half mil- lion, and the yield of stamp duties bo:h nearly one militon. nd Lee’s Femily Leave Havana. The family of Consul General Fitzhugh Lee left Havana, Cuba, for New York by Gen. the Ward Line steamer City of Washing- ton last evening. At half-past 4 they em- bark on the tugboat Zaldo, accompanied by Mrs. Todd and her children, Miss Brach and Miss Galvez: the German and Italian consuls, several American newspaper cor- Texpondents and the entire staff of the consul general. The captain of the City of Washington treated the whole company to champagne. At 6 o'clock the steamer left the harbor, running in near Morro Castle. The tugboat Alvord accompanied the City of Washington some distance. Cheers were raised for the stars and stripes and for Gen. Lee and his family by those on board the tugboat, and the passengers on board the City of Washington responded with enthusiasm. It {8 reported that Consul General Lee said that he would soon sail to rejoin his family. ——_-+e-—_ Officers Elected. THE EVENING STAR, FRIDAY, APRIL 2, 1897-14 PAGES, FIRES ON LONG ISLAND. The Central Part is Being Swept by Flames. The central part of Long Island is being swept by flames. Two great forest fires are raging in Brookhaven township, af- fecting a large territory and threatening the property of hundreds of people. With- in three miles of Patchogue the flames are now roaring, and the spectacle is a briliiant one. The territery attacked extends from tear Patchogue, on Great South bay on the south, to Rocky Point, in the sound, on the north, and eastward down through the center of the island for about fifteen miles. The cross courtry section burning extends sixteen miles. While not thickly settled, the district contains many small villages and little collections of houses. Fire num- ber one has been burning since Monday, and as no rain has fallen in that locality for more than a week, it gained terrific headway, and has assumed a most serious aspect.
