The votes in the nega- tive were cast by Messrs. Horsey, Donohoe, Johnson, Martin and Pratt, all democrats. The section adopted is as follows: “In all assessments of real estate for taxation the value of the land and the value of the buildings and improvements there- on shall be included, end in all assess- ments of the rental valve of real estate for taxation the value of the land and the value of the buildings and improvements thereon shall be included, and in all as- sessments of the rental value of real estate for taxation the rental value of the jand and the 1ental value of the buildings and the improvements thereon shall be in- cluded.
