THE EVENING STAR, THURSDA'Y, JANUARY 28, 1897-12 PAGES. THE EVENING STAR. WASHIN ‘THURSDA NGTON. CROSBY S. NOYES... THE EVENING STAR has a regular nd permanent Family Circalation much more than three times as large ns wbat of any other paper, moraing or evening, published in Wash! ton. As a News and Advertising Mediam it has no competitor. CF lu order to avoid delays, on ac- count of personal absence, letters to THE STAR should not be addressed te any vidual connected with office, but ply to THE STAR, or to the Editerial or Busines: Depart- ments, according to tenor or purpose. No Rations for the Cadets. The Senate has refused the necessary ap- West Point Ca- propriation to subsist the dets ordered here by the President for par- tictpation In the inaugural parade. Sena- tors used the argument that the trip would two days and would break up the © of study at the Academy. Certainly taking of two days from the routine work of the students every four years would be a terrible thing and the cadets who suffered the loss would evidently be iotally unfitted for positions in the army. Some people are perverse enough to think that there would be compensations for the lost time. They pretend to believe that the cadets would get more military knowledge by a practical illustration of the movement of forty thousand men by Porter than mpany drill at West Point. They modestly hint that outside of tech- nical education, the young men, who will in the future form an Integral part of the gov- ernment, for which they have sworn to fight, if necessary, would get more knowl- edge. more broadening influences, and more patriotism instilled in them Wy attending an inauguration than by ten years’ sojourn he beautiful yet narrow Hudson. They point out that the sight of thousands upon thousands of American citizens traveling from every section to do honor to the chief magistrate of the nation, is an education in itself; that personal contact with great statesmen and great soldiers, soon to pass has a broadening influence on young <; and that seeing ten thousand Amer- ican flags flying from ten thousand flag poles and thousands more carried reverent- ly by foriy thousand men in grand parade up the chief street of the nation’s capttal, while * multitude of spectators by their cheers proclaim that they also carry that flag in their hearts, would be a good sight, an inspiring sight for young men who have pledged themselves to fight and if need be, die, to prevent dishonor from fail- ing on that field of stars and stripes. Nat- urally, however, sensible senators of the Gradgrind pattern perceive how small these advantages to the boys are when compared with the loss of two days’ lectures and two days’ Academy drilis, and though the cadets have been ordered here by the President, ney firmly refuse to feed them while In the It is pretty certain though that the cadets will be here March 4th, and that some means will be found to keep the wolf of starvation from their door. —-- + +2 The District Bill. ‘The District has not fared as well as waz expected at the hands of the House ap- propriations committee. The local budget eported today to the House carries aggregate of appropriations of only $5.64. $56.93, or 2,900.45 less than the sum estimated by the Commissioners as neces- sary to maintain the District during the nexi fiscal year. ‘The amount recommended by the appropriations committee is also less than the total carried by the current bill by $53,968.13. Naturally, under such cor- ditions, heavy cuts are made in almost all departments of the measure. These cuts run all along the line of the Commtssieners estimates, particularly with regard to pub- by ay a of lie schoo The Commi: ers recom- mended the expenditure of $681,500 for new buildings and sites, and the committee grants but $142,000. This is than the amount carr! pose by the current bill. One gratifying concession, however, ix embodied in the provision for a hospital for minor con- tagious diseases, for which the sum of $11), is written in the bill. A very receni case of hardship and suffering resulting from the lack of such facilities emphasiz the need of this institution. A little colored boy was carted about yesterday from place piace suffering from diphtheria, and was sally cared for temporarily in the waiting room of one of the large hospitals. So a3 far as this urgent need 1s concerned the bill as at present constituted But there are disappointments the reductions here and there along lines of really necessary improvement, and the hope now is that the House and Senate will add to the total of the bill In some of the em- ineatly proper directions indicated by the The gamblers, policy players and lawless claswes generally of Alexandria county and city and their official protectors, accom- plices and accessories have few and simple wants, All they ask is t be let aione. The Mr. Palmer, who {s the male escort of her party, and speaks for her in all matters intended for publication in the newspapers, declares that her visit is without political significance; that she has come to see rel- atives of her late husband, and at the same time take 4 look at this interesting coun- try. ‘There fv much of value in the way of in- struction for Mrs. Dominis in America. She finds here in large size, and in the full development of beneficent operation, what she has just left at home in miniature, but Promising the same excellent results—a government where the people are the source of all power, and where those in high office, when properly filling their Places, merely execute the popular will. ‘The scheme of government has been found to work admirably here.
