Since 1890, and until the Baltimore and Ohio was placed in the hands of receivers, amounts then aggregating $700,000 had been withheld from the stockholders of the Central Ohio ratlroad, and since the recetv- ership this same policy has been pursued, until now the amount thus withheld reaches over $1,000,000, Payments Still Withheld. “This withholding of rental fs still being done despite the fact that in article 9 of the articles of agreement between the two roads occurs the following: ‘During said term the Baltimore and Ohio Railroad Company shall quarter-yearly pay to the Central Ohio Raflroad Company, as reor- ganized. the balance of gross earnings and receipts from sald railroad and other prop- erty after deducting @5 rer cent thereof.” “In the other articles of agreement it was specified that the Baltimore vaio rau road Company should maintain and work the railroad, furnish all the machinery and rolling stock and other facilities, at its own expense, as if it was the owner thereof. ‘The expenses to be paid by the Baltimore and Ohio Railroad Company shall be the expenses of maintaining and working said railroad pursuant to this contract, and all claims, damages and demands arising out of, incident to or resulting from such maintenance or working, and from such claims, damages and demands the Balti- more and Ohio Railroad Company shall hold the Central Ohio Railroad Company harmless. The said railroad and other property shall be maintained and returned by the Baltimore and Ohio in as good con- dition as when received.’ “How, with these articles of agreement before them, the receivers can operate the Central Ohio at a cost to its stockholders of %6 per cent is a matter that can only be explained by the system of bookkeeping now in use. This is in the face of the fact that the Central Ohio Railroad Company should have received during 1896, in quar- terly cash payments, 35 per cent on gross receipts of at least $1,200,000." ae High School Noten. The Philoterpians, a fourth year club of the Central. will give their second dance of the season at Carroll Institute Hall, February 6. The members are: Messrs. F. G. Butts, J. B. Butts, C. C. Sworm- stead, R. W. Walker, J. W. Brawner and C.D. Young. The musicale last Wednesday in the ex- hibition hall at the Western was a de- cided success. : The boys of the Western have organized an athletic club with the following officers: Earl Tanner, «president: Vinton Burch, vice president: Edgar Berry, secretary, and Charles Taussig, treasurer. The cadets of the Colored High School ere progressing wonderfully, making great headway in thefr company and battalion movements, and are determined to make an excelent showing on the 4th of March. A medal of honor has been awarded to John Shiel, late sergeant Company E, 90th Pennsylvania Volunteers, for most distin- fuished gallantry in action at the battle of Fredericksburg in December, 1862, in carrying a dangerously wounded comrade into the Union lines, thereby preventing his capture by the enemy. A medal of honor has been awarded to | Michael Dougherty, late private, Company M, 13th Pennsylvania Cavalry,, for gal- lantry in action at Jefferson, Va., October 2, 1863. This soldier, at the head of his company, dashed across an open field, ex- posed to a deadly fire from the eriemy, and succeeded in dislodging them from a vacant house, which hé and his comrades defended for several hours, against repeated attacks, thus preventing the enemy from flanking the position of the Unton forces. To Protect Ratiway Mail Clerks. A bill for the protection of railway mail clerks while in the discharge of duty has been introduced by Representative Liv. Ingston of Georgia. It provides that ev person who by violence enters a railway post office car or assaults’ a postal clerk shall be punished by a fine of not more than $1,000 or imprisonment for not ».ore than three years.
