Commanding officers of all companies in the department who have used the new arm during the past season were called upon for their views on the merits and de- merits of the new rifle. Usi these re- ports as a basis, Colonel Ward -passes judgment upon the new arm to the follow- VC | ing effect: 3% |_ “The arm being such a radical devarture (if) | from the cne heretofore in use, has nat- 334 | urally to contend with the prejudice on (55, | the part of many old soldiers; but the new >t | magazine rifle seems to gain in favor the ¢ )] more it is used and the better it becomes }w€| known, and has already won a favorable )| position in comparison with other arms; it is probably among the best of small arms ever devised by mechanical ingenu ing practical, serviceable and a w great power in the hands of well-instracted troops, while, in the hands of experts, it is the general belief that, with signts similar to those of the Springfield rifle, it would be @ marvel of accuracy at long as well as at short ranges. “The officers who commanded companies and who conducted small arms pra: this department during the past ear are practically unanimous as to the necessity of lateral adjustment of the sights with a <4 | view to correction for drift. (j:)| “A great majority of those who have had Jt | experience in target practice with. the new (Se) | rifle are also strongly in favor of the at- ?¥« | tachment of some simple but strong device {se} | in the shape of a wind gauge. &| “The practice has clearly demonstrated See) | that in firing with the magazine rifle ac- {| curacy diminishes as the range increases. “4 | As compared with the Springfield rifle, the (4) | new arm is found to be more aecurate at sft | Short ranges, less’so at mid vanges and (3) | much less so at the long rang2s. The bul- JAC | let of the new magazine rifle has been {se} | shown to be highly susceptible of deflection DWC | by wind.” In concluding his report, Inspector Ward says: “In the interest of economy, as well as with the object of maintaining the effi- ciency of the service in respect to small arms’ practice. I strongly recommend the building of a targét range somewhere in the vicinity of New York city, which will be available for the use of all troons sta- tioned in New York harbor. The exper- jence of the past year has shown that tar- get practice on any of the reservations around New York must necessarily be at- tended with great risk of Ife and I'mb. This also applies with but one or two cx- ceptions to every artillery post in ihe de- partment. Some provision should ye made for small arms practice at Fort Myer, Va., Washington barracks, D. C., and Columbus barracks, Ohio. The use of the ground at Marshall Hall, Md., has not beea sanc- tioned by the War Department; the res- ervation at Fort Washington, Md., hai been examined, but does not afford a suit- able rifle range; the cost of constructing butts at Washington barracks for short range practice would be very great and would not insure entire safety ——— BROOKLAND CITIZENS.
