Story of the Old Northern Liberty Market Told im a Senate Report. A report from the cgmmittee on the Dis- trict of Columbia, submitted to the senate by Mr. Martin, on House bill 8726, to pro- vide for the payment of certain claims against the District of Columbia by draw- back certificates, recalls an interesting event in the history of the city. The older residents of the District of Columbia re- member the unsightly wooden sheds that stood on the square, now transformed into a beautiful park, between 7th and 9th streets on K street. Mr. Martin’s report. recites that a great many years ago, by permission of the United States authorities, the city of Washington constructed a market house, now known as the Northern Liberty Mar- ket, on a portion of the public grounds at the intersection of 7th street and New York avenue, then unimproved.and unoccupied. “By ordinance of the city.” the report “the rights and privileges to the stalls is market were sold at public auction to the highest bidder for a term.-of, years, generally five years each, the amount of the bid to be paid annually, and in addi- tion the city charged and received in ad- vance an annual rent for each of said stalls and for all privileges granted in the mar- ket, and also a license for conducting any market business. The city, in this way de- rived a large revenue from this market, and at different times added to the size of it by new conetructions. “During the existence of.the board of Public works extensive !mprovemen‘s were inaugurated in the city, andsthe board de- termined to remove the market house. Ac- cordingly, on the afternoon of September 3, 1872, the board issued an order to their agent, Thomas M. Plowman, to remove the market house that night. In obedience to these instructions, Plowman “gathered about 200 laborers, and. marching to the market house about 7 o'clock in the’ even- ing, he proceeded at once with pickaxes, shovels, etc., to pull down’ and destroy the building. This was entirely without notice to the stall holders; and to their utter sur- prise they found on the following morning that the building had been torn down, the roo? and stalls falling im upon their tools, implements and the provisions and supplies that they had provided for the.next day's market, and that the work had been done in such a reckless, sudden-and-violent man- rer as to destroy their property, ruin their business and result in the-death of two unoffending citizens. In order to make their work complete, the’ beard’ of public works had succeeded in having all the judges beyond the Distriét-Hmits, or at least beyond reach of any of the parties in interest who might havé applied “for an in- junction. ‘ “Whatever may have been the justifica- tion in the eyes of the.koard of public works fcr this sudden and unexpected and heroic manner of removing. this. market, there is no questicn that just compensa- tion should be made to those eitiaens, whose Property was thus sacrificed. Not only should they receive compensation: for the property, actually destroyed or injured, but they should also receive repayment for any sums of money which they had, in accord- ance with law, paid for the rights and privileges of conducting their business in the market house, to the extent of the un- expired term of which they had paid and of which they have been devrived. These two matters alone are covered by the bill. At least one party had pafd in August for his license to do business there, far, twelve months, while the building was destroyed within three weeks after the amount was paid.” The report concludes: “The Commissioners report that there has never been any tribunal to which these claims could be presented for this violent destruction of private property. The bill makes no appropriation of funds from the United States treasury, or from the Dis- trict funds, but simply provides that these parties shall be issued drawback certifi- cates which may be receivable for unpaid taxes. There are past-due penalties and taxes amounting to at least $1,500,000 due the District of Columbia, some of which have been due since 1877, and in the opin- ion of the committee these just claims against the District can be lquidated in this manner, without any material expense to the District, and probably with a bene- fit resulting from the settlement of some of these past-due taxes, which will result in restoring property to the tax lists which will pay its share of public burdens in the futur ee Bank Offctals Acquitted. A Jury in the United States district court has breught in a verdict of acquittal in the case against W. H. Cochran, president, and R. H. Sayres, cashier of the First Na- tional Bank of Del Norte, Col., which closed its doors in 1892, who were-charged with having made a false report to the controller of the currency. The alleged crime con- sisted of the omission of a $5,000 contin- gent liability from the bank's report. The defendants were once convicted, but the verdict was set aside by the Supreme Court. ———— Wm. P. St. John M1. William P. 8t. In the Missouri house a sensation was caused yesterday by the introduction of a resolutton by Representative James M. Piper of St. Louis, calling for an investi- gation of tne St. Louis police department. The resolution authorizes the speaker to appoint a special committee of five with power to make a thorough investigation of the charges of irregularities and corrup- tion made against the department. It ts patterned after the famous Lexow reso- lution. oo AGAINST THE DAWES TREATY. Protest of Settlers in the Chickasaw Natioa. Six hundred settlors, rexresenting every section of the Chickasaw Nation, assem- bled in convention at Ardmore, I. ‘F., and adopted resolutions protesting against the Choctaw treaty negotiated by the Dawes commission.. The terms” of the treaty, it is claimed, make the settlers intruders and confiscate the improvements made by them on Indian lands. S. M. Talbert, a farmer, was delegated by the convention to go to Washington and presert the claims of the settlers before Secretary Francis. : ——__+«+___ SENTENCED FOR LIFE. Result of the Trial of Luis Someilian at Havana. Before the reassembled tribunal at Hava- na yesterday, Magistrate Maya read the charges brought against Luis Someil- lan, a native of Cuba, but an Amer- ican citizen, whose trial on the charge of rebellion against the government has thus been ended. The charges were in all instas.ces unfavcrable to the prison- er. Someillan was sentenced to imprison- ment for life. Senor Mes, counsel for the defense, will appeal to the supreme court at Madrid on the ground of the illegality of the proceedings. La Lucha urges the municipal and pro- vincial sanitary authorities to take ener- getic and effective steps to prevent the spread of the present epidemic of smallpox, which, it says, is extending in all the wards in alarming manner, adding: ‘‘The present indifference is more than criminal, as it is permitting smallpox to cause as many deaths as it did yesterday, when out of all those who died, nt were carried off by smallpox.’ ——__-+0+-_____ Tried to See the Queen Regent.
