The House proceeded to business yester- day and before the session closed had pass- ed three bills of considerable importance erd the first of the regular supply bills— that for pensioners. Three of the bills re- lated to postal matters. One provided for the use of private mailing cards of the same general size and character as the Fresent postal cards when 1-cent stamps are affixed. Another provided for a limited indemnity of $10 for the loss of registered mail matter, and the third provided for a private carrier service in cities, towns and villages where no free delivery exists. It provides that on the application of twenty persons receiving their mail through the same office, the postmaster shall appcint such persons as zre willing to undertake the coilection and delivery of mails at a charge not to exceed 1 cent for each letter and that the charge shall be paid by the beneficiaries. The pension bill was passed without factious epposition: but Mr. Grow of Pennsylvania tcok occasion in the debate to submit some views in favor of higher tariff duties based on that portion of the President's message relating to the tariff. The bill carries $141,- $65,580, about $75,000 less than the law for Uhe current year. pe OFFICIAL RETURNS IMPEACHED. Chairman Wheeler Declares They Are Wrong. Fred F. Wheeler of Albany, N. Y., chair- man of the prohibition state committee, takes issue with the statement made from the face of the official returns that the Prohibitionists cast only about 7,000 vo’ in New York state, and are, therefore, not entitled to a place on the blanket ballot next year. Mr. Wheeler says: “The sec- retary of state has not let us see the re- turns, but we have communicated with all the county clerks, and we find hat we have cast about 16,000 ballo-s, that will give us our position on the ticket.
