INCREASE OF APPROPRIATIONS ASKED A Deficiency Estimate for Damage by the September Storm. THE CHARITIES BILL —>—____ The annual report of the superintendent of charities was submitted to the Com- missioners today. € Superintendent Tracey says, speaking of the damage done by the recent big storm: “The appropriations for the current fiscal year were barely adequate for the public service required to be rendered, while the character of the mischief done was such that the least delay in remedying it, by replacing roots and rebuilding partially de- stroyed walls, would have been fat: The essential work of restoration has been promptly performed with the utmost econ- omy practicable. The expense entailed has in several cases seriously diminished the fund allowed for annual maintenance, and rendered the proper performance of need- ed public service almost imp: ible, with- out reimbursement for outlays forced by the disaster. Under these circumstances it seems just and for the public in: t that a deficiency appropriation should be made of $10,385, or so much thereof as may be necessary to be allowed, on proof of yo ments, for reconstruction and repairs.” ° Enstimates and Increases. The matter was fully presented at the last session of Ccngress to the Senate subcommittee of ap- propriations, and a further application for effecting the change will be presented this winter.
