LADIES GOODS. cIN AND ALL OTHER FUR Why the Suexx Rin Jose of the Fanciulli © In a communication to The Star, ( W. England, captain commanding of the Suess Rifles, National Guard, refers to the statement published in The Star t Rifles on the occasion of the recent con- cert tendered Professor Fanciulli rose up in a body at word of command during the performance of one of the most beautiful portions of the last concerted selection and marched out of the hall. Captain England “In the first place, when the company left Convention Hall the last number on the program had been almost comple The audience was preparing to take its departure. When we did no display was made, but, on the ion of the hall was as tious as such a thing could reas mnt In the second place, the arm District of Columbia National Guard darkened and locked up at 11:30 ¢ every evening. ever since the guaré took possession of its present quarters has the armory been kept open later than this time. My men, as your readers must know, were in uniform, and their civilian attire was in the armory building. Un- less we had left the hal hen we did leave there was a probability that we would have to go to our homes in our mili- tary equipment and im the rain. At all events, it was a certainty that we would have to use matches to light ourselves into and out of the armo “In the third place, we did not leave the hall until 11:40—ten thinutes after the time for the closing of the armory—and had we remained longer we would, in ail ity, have had to wait until the major tion, if not all, of the audience had parted before an opportunity would have presented for us to leave. It is obviows that such delay would have prevented our return to ihe armory at all. _ Whose Fault? To the Editor of The Evening Stor Allow me to call attention to the follow- ing quotation from the “Regulations, pro- vided for in the act of Congress, approved December 20, 1890:" “Warning signs shall remain displayed on houses in cases of scarlet fever for a period of not less than four weeks, and in cases of diphtheria for not less than three wecks from date of re- port to the health officer, and for a longer period, unless report of recovery by the physician in attendance has been made. “In cases of death, the warning sign shall remain displayed upon premises for a pe- riod of not less than seven days, and lon) er, unless the health officer is satisfied that all proper means have been employed for prevention of the spread of the contazio: These regulations, together with a copy of the law co: ing contagious diseas are issued from the health department for the information of the public. Is It a fact that the health officer and his assistants are too busy to see that these regulations are carried out? For it is a fact that they are not being carried out. Within the last week death has occurred from diphtheria where no placard has an- nounced the presence of the disease. And at least one placard has been removed when a good deal of doubt existed as to whether the requisite disinfecting had been done. If the health officials are ve , they can get more help. Let the physician abide by the law in promptly reporting cases of contagious disease which come into his practice, and let the health office respond immediately, whether the case is in the city limits or the suburbs. These are District laws, and must be strictly obeyed, if con- tagion is to be kept from spreading If the physician is derelict in his duty of at once reporting a case of scarlet fever or diphtheria, or the health officer fails to rm spond when sent for, what can they expect but that househoiders will be careless and superficial in the burning, boiling, fumi- gating and other processes of disinfection which are made compulsory by law, and without which there is no safety against fresh outbreak of the disease sooner or later? SANITAS. Am Appenl for Aid. The Associated Charities seek contribu- tions to aid a family afflicted with typhoid fever. The family consists of husband, wife and eight children. The father ts at present in the hospital undergoing a sur- gical operation, and may not recover. The mother and two children are just recover- ing from typhoid fever. The only member of the family able to do any work is a boy of eighteen, and his health is such that he can do only very light work. Hg is at pre: ent under medical treatment. The next child is 2 girl sixteen years of age, who is totally blind. The family is behind in rent, and have no food.
