Current Work All Completed at the Close of the Fiscal Year—Farther Reductions Recommended. In his annual report to the ‘eoreiaxy of War, Col. F, C. Ainsworth, chief of the record and pension office, says that not- Withstanding the increasing difficulties caused by the intricate character of the work, the current bisiness has been kept clestly up to date, more than 94 per cent of the cases received, averaging nearly 6) per day, having been disposed of within twenty-fcur hours from the time of their receipt, the adjudication of thoze remain- ing lorger in the office being delayed only so long as was necessary to give them the ccrsideraticn their tmportance required, &cherally not exceeding two or three days; and at the close of businees hours on the last day of the fiscal year not one case remained to be disposed of. Collecticn of War Records. Col. Ainsworth says that one important result of the work cf carding the militery records is the discovery and collection in one place, where they can be readily re- ferred to, of records reiting to all wars in which the country has been engaged, containing evidence of military service which would otherwise have been inac- cessible and practically lost. This result alone is cne of great value, especially in connection with the adjudication of claims under the receat laws giving a pensionable stats to the survivors of certain Indian wars and their descendants, the denart- ment, by the aid of the newly discovered records, being enabled to verify or refute al ations of service the truthfulness of which could not otherwise be officially de- $10,000 — Worth of LACE CU RTAI NS, PORTIERES, | UPHOLSTERY GOODS, DRAPERIES, TABLE COVERS, &c., will be placed on sale at _THE RINK, Monday, Nov. 16th, At One-half Price, CASH OR CREDIT. Further Reductions Recommended, By reascn of the satisfactory progress of the work of trarscribing the records of the volunteer armies by the index-record card system, a reduction of 300 was made in the clerical fcree of this office for the fiscal year ended June 30, 1805, and a further re- Guction ‘of fifty for the fiscal year ended June 186. Col. Ainsworth says i is believed that a still further reduction of twenty-five clerks can be made for the ext fiscal year without detriment to the making a total reduction of clerks, and representing a permanent saving of $425,00 annually in the appro- priations for the clerical force of the office. Report of the Emergency Relief Com- mittee of the Associated Charities, A special meeting of the recently elected board of managers of the Associated Chari- ties was held at the central office, S11 G street, yesterday afternoon at 4 o'clock ‘There were present Professor B. T. Janney, Mr. T. W. Smith, Mr. 8. W. Woodward. Rev. C. A. Smith, Miss Mrs. J. W. Babson, R Major George H. Harri bald Hopkins and Mr. F. L. was the first meeting elected at the aunual meeting last Tuesday evening. The board re-vlected Professor B. T. Janney chairman for the ensuing year. Cglonel Archibald Hopkins, as ch, presented the report of the emergency re- lief committee appointed last winter. it he said: “The money raised and bursed by the committee has been used entirely for pur- poses of relief, and it has been vur effort, in pursuance of your policy, to restrict this function of your board to the nafrowest pessible limi Our total expenditure has 1 Archi- Moore. It of the new board been $2,582.49." In ISM3-4 the amount spent by the central relief committee was $50,000, and in 1894-5, $34,000. The difference is doubtless largely due to careful inves tiga tion and to prevention of duplication, when the system is perfected and enables by a more generous support to ma!ntain a sufficient number of s throug! the year, and the really ident and serving necdy have come under the charg of the various religious and charitable or- zanigations where t naturally belong, the “hecessity for relicf by your organiza, tion will doubtless grow’ lese than even the mali amount used this year.’ The report was filed, and a vote of thanks was tendered to the members of the com- mittee for their services in assisting th cases for which the Associated Charit could not procure relief through the e ing charitable organizations. The report of Mr. John Joy Edsor urer of the committee, showed the ing condition of affairs: Receipts—Contributions to the committee, contributions to The Evening Star interest on account in the Washing- ton Loan and Trust Company to July 1, 1806, $4.95. Total, $2, . Expenditures—Groceric: and wood, $1,1 Effective Co-Operation. Speaking of the proposed co-operation along certain lines between the Associated Charities and the Emergency Hospital, Mr. George S. Willson, general secretary of the former, said to a Star reporter today: “In view of the suggestion made by Dr. ‘W. C. Woodward, health officer, that the Associated Charities be asked to investi- gate applicants for free treatment at the hospital, I desire to state briefly the post- tion of the Associated Charities in rela- tion to the subject in question. “The special work of the Associated Char- ities is to make just such investigations as suggested. We are not only willing, but are glad to have the opportunity to make them. The managers of the Associated Charities believe that many of our local charities are abused, and they earnestly invite all char- itable organizations and charitable indi- viduals in the community to avail them- selves of the use of the records on file at our office, and of the services of our agents in making investigations, to the end that, as far as possible, these abuses may be pre- vented. “At the meeting of the board of manag- ers, held yesterday afternoon, by unani- mous vote, I was instructed to say to the authorities of the Emergency Hospital Dis- pensary that the Associated Charities were not only willing, but anxious to co-operate with them by making investigation of all applicants reported to us. I was also in- structed to give this statement to the press, so that other organizations, as well as charitable individuals, might the better un- derstand the work of the Associated Char- ities and avail themselves of the opportun- ities afforded by it for bringing about co- operation of charitable forces in the com- munity.” oe res Pigeons Outwit a Hawk. From Sports Afield. An observing southern sportsman told re- cently about a flock of pigeons that meas- ured brains with a hawk and came out cn top in the contest. H. S. Edwards owned a floc kof pigeons, which one day were cut off from their cote by a large hawk. The pigeons knew that if the hawk once got above them one at Icast of their num- ber would go to make the hawk a meal, and so up they flew in circles, perhaps going highér than the hawk. The latter kept under the pigeons and leisurely fol- lowed their labor:ous. movemen:s Then came a curious and unexpected sight to Mr. Edwards. Every pigeon closed its wings, and they appeared to be in the size of sparro’ anil down they came past the hawk terrific rate. That as- -tonished the hawk. It actualiy dodged the dropping birds and missed half a dozen see cokes before it in full chase of them. When it got down to the barn- yard not a pigeon was ‘n signt--some were in the cote, some in the porch, two in the well house and one in the kitchen. The hawk had been outwitted completely. It is a question how the pigeons man: to eheck their fall, as they did not slacken up till they were about sixteen or twenty feet above the ground, when they scat- tered in all directions to escape the hawk. $1.50 Furniture 500 yds. 2c Muslin... 1,000 yds. 15e.
