Newman, D.D, aie Street and Rend Improvement, To the Editor of The Evening Star: The proposed assessment on bicycles in this city will meet with general approval if the proceeds can be expended in the proper repair and preservation of our thor- oughfares. The condition of the surface of the streets of Washington and of the drives in the government reservations may seem to be comparatively good to the general public, but to the lovers of the whec!l—the cycle and the carriage—this subject is growing in interest, as the pieasure of rid- ing is being lessened by the faulty charac- ter of the pavements and the negleci of the drives in the public parks. The costly and beasted beauty of our streets is rapidly disappearing in their hills and hollows, and the “puddings” daily vlastered upon them, and a continued system of poor construc- tion and cheap repairs will but increase the aggravation. This should be obviated by the expenditure of the small arount al- lowed for the purpose in the employment of skilled labor in making repairs and @ careful supervision in construction, so that the light use to which new pavements in this city are subjected will not badly wear or disfigure them within a reasonable pe riod. Quantity, not quality, appears to have been the demand in <his department, Reverse the system and profit by the re- sults. The drives in the public parks, ft is known, are under the supervision of our fellow townsman, Col. J. M. Wilson, and it would be difficult to find a Wasningtonian who would holé him resvonsible for thelr neglect. Insufficiency of funds, it ts be- Heved, is the cause, and no improvement in their care can be expected without ade- quate appropriation for the purpose. Com- pare the drives in the White Lot, monu- ment grounds and the rest of the mall to the public drives in any city in this coum try—the one the property of tne cliy and the other the property of the general gov- ernment—and the comparison will become odious indeed.
