THE RETURN OF CONFIDENCE A general resumption of operations is re- ported from the mill district of Kensing- ton, Philadelphia, and in various parts of eastern Pennsylvania and New Jersey. In the former manufacturers say that by De- cember 1 all will be running full time. Monday a number of places, which have been shut down for months, will resume, and others that have been working on half time will take on additional help. Among the number are the mills of Thomas Dolan & Co., the Keystone dye workers and the big cordage works of Edwin H. Fitler. Wil- liam Allen's mills, which shut down fifteen weeks ago, will also open Monday. The carpet mills of Robert Foulke have started, and Maslands' mills will be in operation in a few days. A number of Smyrna rug mills will also resume in a short time and give employment to a large number of men.
