The address delivered last evening at Mexico by President Diaz on the opening of congress referring to diplomatic rela- tions with the United States in part is as follows: “On the 6th of May last a convention was concluded at Washington whereby the in- terr ational water boundary commission be- tween Mexico and the United States was empowered to study certain questions bear- ing on the distribution of the waters of the Bravo or Grande river.
