A new campaign document, which is pro- nounced as non-partisan in character, will within a few days be ready for wholesale distribution. A large edition has been or- dered for the use of the republican national and congressional committees, and the pub- lication will also be found available for the use of sound money leagues and all organizations opposed to free coinage. The seven-chapter fourteen-page pamphiet is entitled “Where Silver Rules,” being a re- view of the wages, prices and conditions prevailing in Mexico, which is regarded as the most prosperous silver-using country in the world. The work embraces the per- sonal observations of A. W. Butt, now in this city, but formerly an attache of the United States legation at the City of Mex- ico. The result of his deductions is to the effect that whenever this country goes upon a@ free coinage basis the laboring classes will be the ones to suffer. Condition of the Peon.
