Contipuous Failure in Cuba Despite Enormous Expenditures, The announcement that Spain will send 100,000 additional troops to Cuba by the end of the present year makes a special dispatch to the Philadelphia Inquirer, under date of June 28, particularly interesting. The correspondent, after calling attention to the failure of Spain to conquer Cuba, shows that this failure has been made in spite of tremendous efforts and the expen- diture of large sums for men and war ma- terial, and quotes from El Liberal, the lead- ing Madrid newspaper, the following fig- res: peal March, 1895, Spain sent to Cuba $500,- 000; In April, $400,000; in May, $1,5 in June, $1,300,000; in July, $700,000; in Au- gust, $1,600,000; In September, $1,400,000; in October, $700,000; in November, $1,700,000, in “December, $4,000,000; in January, 1S $2,000,000, and in February, $8,000,000, total of '$19,321,0% a Frem March, 18! has . to April 10, 1896, Spain sent to Cuba 40 generai captains and lieutenants, Neutenants, 112,560 corporals and’ soldiers, 143. cannon, 111 rifles, 5,000 bayonets, 2 cases of cannister shot, 61,818 car- tridges, 72,326 kilograms of gunpowder. Harvard © mmencement. At the 260th commencement of Harvard University, held Wednesday, degrees were conferred on 791 students, over a hundred more than last year. For the first time in the history of the college the degrees were conferred in English instead of Latin. Another unique event was the leading of the big alumni parade by Bishop Law- rence, bishop of Massachusetts. Another Interesting event was the conferring of the honorary degree of master of arts upon a colored man, Booker Taliaferro Washing- ton, the negro educator. Raymond Macdonald Alden of Washing- ton, D. A Citizen Who W: terfering W! Arrested for In- an Officer— Fines a: Discharges. Business was unusually slack in the Police Court this morning. There were a few vags and disorderlies, but the custom- prisoners charged with minor offences was not in evidence, and Judge Kimball was able to move upstairs at an early hour, and substitute for Judge Miller, who has not yet returned from New York. John McDermott led the short procession, and the charge against him was vagrancy. John was neatly attired in a dressy suit of clothes, wore a black tie, carried a cane and in the lapel of his coat a Cuban but- ton was conspicuously displayed. Police- man Hutchinson testified that he has been in the habit of continually loafing around a saloon cn 4% street, and yesterday was in company with a woman, both parties drinking freely. I am a hard-working man,” said the prisoner, “and just the opposite of a vag- rant. I'am in the employ of the Penn- sylvania Railroad Company and labor twelve hours a day.” Judge Kimball lectured John on the im- Propriety of lingering in the neighborhood of bar rooms and then dismissed the case.
