A Correspondent Doubts the Efficacy of Cotton Bands. ‘To the Editor of The Evening Star: In your issue of Monday evening, June §, you had nearly a column on the sub- ject of the impending caterpillar nuisance. The article was so full of misstatement that I expected it would receive attention from some entomologist ex-officio, but I failed to see a reply—if any was given. The writer spoke of the countless number of cocoons secreted in all sorts cf out-of- the-way places, and in the earth, from which numerous caterpillars were coming forth and creeping up carefully selected trees and thence spreading over them and eating up the foliage, and falling down frequently upon pedestrians. All this, it was hinted, would be prevented by the Taw cotton beit, and perhtps whitewash ith the admixtures recommended by Mr. Smith. It is amazing to hear of cater- pillars coming from cocoons! Is it not known to that writer that they wero hatched in the thousands of minute eggs laid by the swarming female moths or butterfiles on the young leaves of trees in parks, groves and everywhere? When issu- ing from the eggs they at once spin a deli- cate web around their colony, whick when there captured may be killed by hundreds. A stout man armed with a light, long pole with a pruning hcok on top, or shears, could Eill thousands of them just now by cutting down the tiny webs, gathering them and burning them up. I noticed to- » the 11th, on G street north of the patent office, bandaged trees already in- fested with those Httle webs full of the young inscets, which if not removed in time will soon spread over the trees, and leave them bare. Here then I'es the rem- edy, and intelligent, simple dabor will re- move the evil. On my stroll west I saw trees infested on Lafayette Square, also in front of the White Houce, near Cor- coran Gallery, at Dupont Circle and many places adjacent. When the caterpillars have fed enough and are matured, they ereep down the trees and seek place in and under the ground, spin their cocoons and enter the chrysalis state. It is in their descent when these cotton belts are a downright hindrance to get rid of this pest. PETER BAUMGRAS. This raises an interesting question in re- gard to the habits of the little pests that may be referrel io the court of science. The caterpillars, however, are noticed in great numbers on the trunks of trees that have been bandaged with cotton, whereas trees without the bandages have no worms on the trunks, but tegin to show signs of being eaten. This may be seen on H street between Ith and 12th. It may be that the trees that the being caten notwithstanding the cotton were infested before the application of the bandage. In the Connecilcut towns along Long Island Sound there is an annual fight egainst the caterpillars, and among many devices to save the trees the band of cot- ton has been found to be most effective. ———-+__ MORE POLICEMEN. The Increase in the Force Provided by Congress. Congress has provided for an increase of fifty policemen, and the increase will allow enly ten promotions. For these few pro- motions many merabers of the force are getting together their influenze, but Maj. Moore insists that the promotions will be made according to the record and length of service of the officers. Under the law the appropriatien for the increased number will become avaiiable on the Ist of July, rd an effort is being made to get the requisite number of eligible men in time to have the extra protection given the elty without any delay. Several examina- tions have been held, and there are now about forty names cn the eligivle list, and it is thought that the additioial umber Will be obtained at the examination to be held this week. What the citizens are interested in is what disposition is to be made of the new men. Citizens from the different suburban places have been foremost :n asking for Fetter protection, but Maj. Moore has not yet concluded what is’ to be done with the 1 number. It is likely, however, some of the suburban villages will get extra protection, but will not get any mounted men, for no additional mounted men have been provided for. The result will be that the suburban citizens will have to be content with footmen. The fact that there are so many men decailed about buildings and other places cripples the po- lice ferce, and if these details were done away with, and men appointed as watch- men, the same as is done in the depart- ments, there would be a much more effi- cient service. >. Carried Flowers. A number of the members of the W. C. +t. yesterday drove to the almsiouse and carried the inmates flowers and a large quantity of eatables, from which each pa- tient had an attractive luncheon. The flow- ers were mainly the gift of Mr. Alexander B. Garden of Anacostia, and those who car- ried. them were Mrs. Belle 8. Lockett, Mrs. Brown and Miss Emma Jones of Wash- ington, and Mrs. E. Reiter and Mrs. Hun- ter of Anacostia. ————__. College Commencement. The first event in the graduation of the class of "#6 at Harvard University occurred yesterday, the Rev. Lyman Abbott of Brooklyn preaching the sermon. The exercises of the twenty-eighth on- nual commencement of Cornell University were begun yesterday by Rev. T. Edwin Brown, D.D., of Philadelphia, who preach- ed the sermon to the graduating class. The closing exercises of the seventy-sec- ond session of the University of Virginia began yesterday, when Dr. A. R. Cocke, the chaplain, preached the baccalaureate sermon. This is also commencement week at Le- high, Lafayette, Rochester and Brown universities. +o-—_____ Normal School Graduates.
