14 SOME SPEECHMAKING Representatives Kill Time by Discussing the Work of Congress. jlexsrs. Can md Dingley Speak ‘tor the Republican Majority— Democratic Criticism. sterday afternoon, when the was engaged in doing nothing, a ner of the members se:zed the occasion something on the work of the pres- ent Congress. Mr. Cannen asked the patience of the House to say a few words. He congratu- lated the House on the work of the ses- sion. He referred to the fact that it had passed a bill that “would save us from bor- rowing money,” but that it had slept the sleep of death in the Senate. Nothing was left but to make the apprepriatiogs neces- sary to carry on the government, taking care that they only appropriated what was tely necessary for the needs of the government. He reviewed some things that had been done, and said that to sum it all up in one word, “No scandal can be charged to this House.” They (the republi- cans) could unite in assuring the country that if in November they give that party full r, they would write on the stat- ute bocks the protective economic policy cf the republican party. Democrats Charge Extravagance. Mr. Sayers (Tex.) said he had listened with pleasure to the utterances of the gen- tleman from Illinois. He had heard simi- lar utterances in the Fifty-first Congress, and, he added, “You know the resuli What had the republican Congress done? he asked. Instead of simply meeting the obligations of the government, it had made appropriations of $520,000,000 and con- tracted for $100,000,000 additional as bur- dens for future Congresses. The repub- leans, he declared, had been just to few at the expense of the many. The minority had not swelled the appropriations, but whenever and however they could assist the majority in reducing ‘appropriations they had not failed to do so. Mr. <Mo.) declared that the re- publi ad piled up the appropriations higher than ever before at the first session in the history of Congress. He had charged the republican party with being a “do nothing rty, or a do nothing Congress. if he made the allegation, it was because it was true, and warranted by the policy announced by the Speaker. “I know,” he said, “we will have a McKinley bill twice over. because it will be necessary to have that number to pay the mortgages con- templated by the republican party legisla- tion.” Mr. Dockery concluded by taunting the majority with its failure to act upon the anti-bond bill. Mr. Dingley's Reply. Mr. Dingley, who replied briefly to Mr. Dockery, said the remarks of the latter re- minded him of one of Josh Billings’ e «rams: “It is better not to know so many things than to know so many things that ain't " He contrasted the prosperous condition of the country before the advent of the democratic administration with the present depressed condition of trade and the deficit in the national treasury, and ex- pressed his amazement at the statements of Mr. Dockery in the face of these facts. The Fort Omaha Military Reservation Bill Returned. The President has sent to the House, without his approval, the bill to provide for the lease of Fort Omaha military reserva- tion to Nebraska for use by the state as a plage of rendezvous and school of instruc- tion for the National Guard of the state. The message recalls the legislation of July. 1Sss, providing for a new militaray reser- vation in Nebraska, refers to the proposi- tions in the pending bill to lease the old reservation and buildings at a pominal rent, and to the provision allowing the gov- nment to repossess the reservation only when the interests of the United States shall require such action.” The President thi ys: “Of course, it would be claimed that this language, in view of the statute of ISSs, should not be construed as per- mitting the government to retake the prop- erty for the purpose of selling it, because that is not stipulated in the bill. For that reason {t would be plausibly urged that the lease Was paramount to the power of sale contained in the law of 18s, and that the omission of any provision that posses- sion might be resumed for the purpose of sale plainly indicated that ‘the interests of the United States,’ which allows such resumption, contemplates some other and different emergency. “As & practical question, we all know that transactions of this character relating to Kovernment property amount to a perma- nent alienation, or certainly pave the way for an absolute grant. I do not think there should be anything done with this valuable property which will in the least embarrass the government in its sale, and to that extent reimbursing itself for the cost of the new military post, which was plainly con- templated in the law of 18s.” a Acts Approved. Reed Retired. ‘The case of Capt. Allen V. Reed of the navy has been settled at last, by his retire- ment under the forty years’ service clause. The officer is not in the best of health, and concluded to give up the fight to secure his promotion, in spite of the adverse re- port of the examining board. He there- fore availed himself of his privilege to re- tire under the forty years’ service clause. Consequently, he withdrew his application for a rehearing of his case, and made ap- plication for retirement. Secretary Her- bert conferred with the President on the subject yesterday afternoon, with the re- sult that Captain Reed's application was approved and an order was issued for his retirement. This disposition of the case will permit the immediate promotion of nearly forty officers in the grades between commander and ensign, inciusive, as well intment of a number of nava! cadets as ensign: —-e< 1 Navigation Scheme. Acting Secretary Dee has written a letter to James in regard to his heme for aerial navigation, in which he that Gen. Greely, the chief signal offi- cer, has reported to him that “in view of the progress made by Prof. S. P.
