Judge Cox Today Gives Some Im- portant Instructions, In the matter of the condemnation of a 15, right of way for a sewer in square Judge Cox today instructed the appraisers as follows: “The commission is instructed that in awarding just compensation to the owner of the land through which it is propesed to construct the sewer, they will ascertain and determine how far his prop- erty will be diminished in value by the | construction of said sewer, as a permanent | work, and will award such sum as will compensate him for such jiminution of value and for the value of any improve- ments in the nature of plumbing or drain- age that may be destroyed, and for any temporary inconvenience that may be suf- fered by him in the process of constructing said sewer. This case is the first one instituted by the District. The Senate yesterday rejected the nomi- nation of William H. Fowle, to be collector of internal revenue for the sixth district of Virginia.
