CHANGES IN THE BILL The Senate made a record yesterday af- ternoon by passing the District appropria- tion within about five hours of the time when it was first taken up for considera- tion. There were few important changes made in the bill as amended by the Senate appropriations committee, and little of consequence was done after The Star's re- port closed, save the confirmation of the charities schedule submitted by the com- mittee by a vote of 35 to 13, and the rejec- tion of a proposition to buy Analostan Is- jand by a vote of £1 to 27. There was much less debate on the char- ities portion of the bill than was anticipat- ed. Following Mr. Peffer, who had the floor when The Star’s report was ended, remarks were made by Senators Sherman, Cockrell and Allison in behalf of the amendments, and Gallinger and George against them, Mr. Cockrell ridiculed the igea that contracts could be drawn to pro- vide for the charity work of the District with any degree of humanity or justice After a talk of about an hour a vote wa tuken, with the result as announced, the committec’s amendment being retained in the bill. The most stubborn fight of the day then occurred on an amendment offered by Mr. Gallinger, appropriating $112,500 for the purchase of Analostan Island. He read from the report to show that the island now contains about fifty-four acres of solid ground above the ordinary level of the tde, and about twenty-four acres of swamps at about the level of low tide, in addition to a number of acres partially submerged, which could easily be reciaim- ed. He said that it was estimated that when the government reclaimed these flat as it will have to do some day, there be 150 acres of good land available. In answer to questions by Mr. Cockrell be said that there was no present contempla- tion that a bridge would be built io the is- land, but that his idea was that access i | or = could be better and more cheaply be had with it by means of ferries. Mr. Cockrell thought, however, that if a bridge should be constructed with a pier resting on Ana- lostan Island, which is proposed in the case of the Memorial bridge, access could then be had to the island by vehicles. Mr, Gallinger said he had recently vis- ited the island with a view of determining whether it would be a desirable place for the location of the contemplated hospital for contagious diseases, and ois judgment was that in its present condition it As Rot a suitable site for such a purpose. But when the government has reclaimed the land, as it musi some day do, the island would be an ideal place for all the public institutions of the District, not only the contagious diseases hospital, but the work houses and penal institutions of all kinds. He quoted from comments by Dr. Busey and Dr. W. W. Johnston in favor of such @ proposition, and he called special atten- tien to a recent utterance of Gov. Shep- herd, who itatingly approved the pro- ject of buying the island. Price o the Property. As to the price he explained that the island was today mortgaged to the extent of about $70,000. Some people estimated it to be worth $150,000, and the Commission- ers had given their opiaion that $112,500 was a reasonable price for the island. Mr. Teller called attention to a recent estimate that the island could be bought for $75,000, and Mr. Gallinger explained that that was a Mistake caused by a mis- apprehension on the part of the Senator who made the suggestion. Mr. Pettignew moved to strike out $112,- 500 and to insert $75,000, as the price to be raid for the island. Mr. Gallinger said that under such circumstances the amend- ment had better be withdrawn, because the property could not and should not be purchased fer that money. Mr. Pettigrew said he had occasion recently to look at the island, which was low and unoccupied, and yielded no revenue, and he had no doubt but that it could be purchased read- By for rANm), linger said that {t had been stated able parties that $100,000 had been offered for the island.
