John Wesley Boteler, who died at his home, No. 227 2d street southeast, Sunday evening last, took place yesterday afternoon from Epworth M. E. About ten days ago Edward Green and J. H. Roberts, a couple of hoboes, were ar- rested and locked up in the station house, and while confined Green attempted to make his escape by tearing a brick parti- tion down with a nail. They were sent to jail subject to the chain gang. Yesterday when Grady, who has charge of the gang, took them to the corner of King and Henry streets, and put them to work cleaning up the strestr they began to kick, and finally refused to work. They were taken to the station house and last night Roberts, with & small square, attempted to make his es- cape. He had succeeded in getting all the brick from one side of his cell, and had not he been discovered he would have made good his escape. They were brought before Mayor Thompson this morning, and were put upon the bread and water diet for ten days. This attempt to break out of the sta- tion house has caused a great real of ex- citement, as the cells are massive. The clty council will be asked to provide mod- ern steel cells for the station. City Council. A regular meeting of city council was held ‘in the council chambers last night. Considerable business of importance was transacted. A draft of $4,550 was appropriat- ed as an additional amount on the city revenue for the fiscal year ending May 31, 1896. A motion to appropriate $10,000 for @ sewer on King street was objected to by Mr. Sweeney, who said that he did not think that an eighteen-inch sewer would be sufficient. Mr. Sweeney also prepared an ordinance to require all physicians to report to the health officers all contagious diseases, and that a placard be placed on every house where any contagious disease exists; also that no person who has con- valesced from these diseases shall be al- lowed to attend any school until they have obtained a doctor's certificate. The ordi- mance was referred to the committee on general laws. The finance committee's re- port recommending that 800 copies of the city engineer's report be printed was also adopted. The auditor was instructed to draw his Warrant for $45, in favor of the widow of George Jones A _ resolution from the Business Men’s League, requesting the city council to submit to the freeholders of the city on the first Tuesday in June next the question of the issue of bonds by the city to the amount of $200,000 to improve the city; referred to committee on finance, after which council adjourned. Police Court. Mayor Thompson last night held an extra session of court to hear the following cases: The first case called was that of William Buckner and Sandy Folsom, two small col- ored boys, who have for some time past been stealing small articles from stores and robbing bread boxes. They were fined $5 each. Mattida Folsom, stepmother of Sandy, was charged with receiving the property stolen by the above boys, and she was fined $5. Richard Burnett, who made a murderous assault on James Cook, a full account of which appeared in The Star, was fined $12, the evidence showing that Cook was drunk and had made an assault on Burnett. William, alias Buddy, Washington, a negro, arrested by Officer Hall, charged with being a suspicious character, was given ninety days on the gang. Christian Endeavorers’ Meeting. At the regular monthly meeting of the Young People’s Society of Christian En- deavor of the M. P. Church, held last night, the following officers were elected for the ensuing year: N. 8. Greenway, president; Mary Penn, vice president; EB. S. Hantzman, recording secretary; Annie M. Lucas, corresponding secretary, and J. H. Trimyer, treasurer. The society decided to conduct the services at the Union Mission the first and third Fridays of each month, after which the meeting adjourned. Notes. Permission is granted by the Secretary to erect three tents upon the ellipse, to be 254x182 feet, with platforms in each tent capable of seating about 1,200 persons, with seatings in the remainder of the tent for about 9,000 persons, to be made with settees or chairs; the earth not to be dug up or otherwise disturbed, except to drive the great stakes or tent pins to hold the tents and Center poles; the platforms, seatings and quarter poles to sit upon the ground and not to be planted in-the earth. These tents are to be supplied with the necessary electric lighting and decorated with flags and streamers. Also to plant 9 flagstaff In the center of this ellipse,"from which to fly our national ensign, utilizing the lower part of this staff, if practicable, for electric lighting of the center of the grounds; to locate a small hospital tent on the center of the grounds, or, if two or three rooms in the Emergency Hospital can be secured during this time, to locate this hospital tent at the point upon the grounds under the trees; to set the necessary -poles to carry the wires for electric lighting the grounds and the tents; to put around the ellipse a low, temporary light-woven or meshed wire fence upon driven round stakes or posts, and to erect @ small platform, seating about 25 to 50 persons, upon the Monument Grounds, for use in connection with the two or three open-air mass meetings proposed. He re: a letter from ‘the Commissioners to Chair- man McMillan, giving the reasons for the speedy enactment of the measure, in which it was stated: “Every day writs are served upon the Commissioners to set aside spe- cial assessments; and as the bill does not Propose to be retroactive, but only to re- assess those which are hereafter quashed or sct aside, the sooner the bill is passed the greater the amount that will be saved from the wreck. The Senate Amendment. The Senate added an amendment approv- ed by the District committee, and the bill, in its present form, provides as fo! “That the Commissioners of the trict of Columbia be, and they are hereby, authorized and directed in all cases where general taxes or asseasments for local im- provements in the District of Columbia may hereafter be quashed, set aside or de- clared void by the Supreme Court of said District, by reason of an imperfect or er- Toneous description of the lot or parcel of ground against which the same shall have been levied by reason of such tax or ag oS ment not having been authenti-ated by the proper officer, or of a defective return of service of notice, or for any technical reason other than the right of the public authorities to levy the tax or make th improvement in respect of which the asses: ment was levied, to reassess the lot or par- cel of ground in respect of such general taxes or the improvement mentioned in such defective assessment, with power to ccllect the same according to existing laws relating to the collection of assessments and taxes: Provided, that in cases where such taxes or assessments shail be quashed or declared void by said court, for th reasons hereinbefore stated, the reasses: ment herein provided for shall be made within ninety days after the judgment or decree of said court quashing or setting aside such taxes or assessments, and any amount heretofore paid upon an assess- ment which has been declared void shall be credited the owner upon the reassessment made under the provision of this bill.” ‘The Medical Bill Gocs Over. Just before adjournment Senator Gallin- ger tried to secure consideration of the medical bill, regulating the practice of medicine and surgery, but Mr. Call ob- jected. The colloquy preceding the post- ponement of the bill was interesting. When Mr. Gallinger asked for unanimous consent to take the matter up, Mr. Hill remarked: “If that can be done without prejudice to the Du Pont case, and without prejudice to the Utah joint resolution, and without Prejudice to the bond resolution, I have no objection.” “I have none if it is done without preju- dice to the Senator from New Yor! re- ‘ked Mr. Chandler. ‘And without prejudice to the long en- durance of the Senate,” Senator Harris sug- Bested. “It being a medical bill, it will not preju- dice anything,” Mr. Gallinger said.
