Y., yesterday afternoon. Chief Arthur was greeted with a storm of wheers when he arose to speak. He sald, in part: “What the country needs is a closer touch between the employer and employed; there is too wide a gulf between them. ‘One of the aims of our order is to bring them closer together. We desire to put un end to the antagonism between capital and iabor. and we shall do that when the em- ployer and employe alike live up to the spirit of the golden rule, ‘Do unto others as you wonld have others do unto you.’ “When we educate men to that standard fwhere they recognize that others have rights which we are bound to respect, the roblem is solved. “But you say our order has had strikes. “I admit it, and under the same circum- gtances we would strike again. I say, with- ut fear of contradiction, that had the rail- zead managers met us in the same spirit t= fairness that we met them, there would ave been no strikes. “When corporations are arbitrary, self- Willed and stubborn, instead of being fair, then the only hope of labor is in coercive easures within the bounds of the law, mh can supply ourplaces we must a f Representative Morse to Retire. ‘ Representative Elijah A. Hearing in the Electric Street Oar Cases— Various Matters and- Happenings of Interest. Saturday night about 9:30 o'clock Patrick, alias “Dutch,” Bren came very nearly killing James Phillips by slashing his head and face with a knife. Shortly after 9 o’clock Officer Young heard distress calls coming from the neighborhood of South Washington and Franklin streets. He has- tened to the scene, and found Phillips lying on the ground injured as stated above. He was given medical attenticn, and removed to his home. Breen was arrested some hours later. Breen was given a hearing before Squire Sinclair, and the evidence plainly showed that Phillips, who had been drinking, was the cause of the entire trou- ble, and that Breen had simply cut him in self-defense. so the squir2-fined Breen % and costs and dismissed the case. It is said that both of the young men are very much taken with Mrs. Burns, and that jealousy was the cause of the whole trou- ble. According to the statement of Mrs. Burns, made to The Star man, Phillips came to the house and Breen, who boards there, opened the door for him, and an al- tercation ensued. . ‘The Mayor’s Court. Mayor Thompsen this morning disposed of the usual Saturday right and Sunday drunks and misdemeanors. The first case called was that of George Sullivan, who was found helplessly drunk late Saturday night. He waa fined $1. John Roberts had also imbibed too freely, and was unable to find his way home when Officer Beach met him. He was also assessed $1. Harry Jones, colored, was charged by his mother with threatening her life and being disor- derly. He was fired $7 and gave bond in the sum of $200 to keep the peace. E. B. Fleming and J. T. Hinnigan, two Washing- tonians, were arrested by Officer Harrison, charged with being drunk. Hearing Postponed. The hearing of the motion which was to have been made today before Judge Nicol to dissolve the injunction restraining the Washington, Alexandria and Mt. Vernon Electric Railway Ccmpany from running its line threugh the property of Mr. Frank Hume, near this city, has been postponed until Friday next, when the motion will be heard ard argued at Manassas. Harlow, trustee, to Dennis J. Nor- moyle, for $250. Mrs. Mary L. Guy has sold to Mrs. Mar- garet Head a house and lot on the north side of Cameron street between Patrick and Henry, for $1,200. Not the Man Wanted. It was thought here that the man calling himself Otto A. Beard, who was arrested by the Washington authorities as he was endeavoring to have a bogus check cashed, was the man who registered at the Hotel Fleischman in this city as Otto Blum, and who swindled several merchants here. Lieut. Smith went to Washington Satur- day evening to see him, and found that he was not the man wanted here. (important Business Transacted by the League of Musicians. - The bpsiness of the annual convention of the National League of Musicians, which began at Willard Hall Tuesday ‘last, was concluded at an early hour yesterday morn- ing, and the body adjourned to meet next year in Kansas City, Mo. Much business was transacted by the body Saturday. The universal membership law was passed by a good majority. Under the terms of this law, members of the league can go from place to place, and, if possible, obtain work under protection of the league by presentation of the travel- ing card. For three months they can work under the shield of the card, but after that time they must unite with the local society in the jurisdiction where employed. A resolution which proposed the affilia- tion of the National League of Musicians with the American Federation of Labor was ruled out on a point of order. A proposition to fix a uniform initiation fee of $% in all local societies for members uniting from another society was adopted. . The reports from the beneficial depart- ment showed its affairs to be in a flourish- ing condition, and after making a few un- tmportant changes in the’ constitution and by laws, and transacting some business of minor importance, the convention ad- journed. —_>__ The Late John J.
