REMARKABLE CHARGE Police Say a One-Legged Man Climbed a Lamp Post. BEFORE THE POLICE JUDGES Youthful Prisoner Thrown With Cld Hardened Offenders. AND SENTENCES There was a man standing near almost ee sight of the Police Court ing. They were awaiting the ar- rival of the in order that they ht get e ef the unfortuncte men and wo- ° been arrested. As soo as the Van arrived these men swarmed toward the court entrance, and had taken their places across th: walk with the grace of Men paid for that purpose. But when the driver p ne Key in the lock of the van door Policeman Flynn appeared at the dgor of the court, and this was a signal for the crowd of curious people to scatter. And it required but one word of warn- ing. “You people will have to get away from here,” was the order of the policeman, and backward they moved. One step at a time was teken until the sidewalk was cleared, and the officers nec- essary to guard the prisoners were on duty. First to siep from the prison vehicle was a colored man, who was minus a leg, and as he moved slowly toward the dark cor- ridor lea: to the cells he turned to the crowd at a distance and called to a friend: “Sport, have you got a cigarette?” nus cigarettes and money, egeed citizen nad to go in the cel and postpone his after-breakfast nd him followed several able- el men, who had been ar- and several white in strong drink, d women. ‘hicle was a col- bent to Duc ng mstead of bevarage, and she would t wa: Toll and sav ‘There w and th charge egainst drunk and > Capitol the alleca- information, — an 7 ¢, who still showed "said Capi- “He was drunk je for money. There was a charge of disotderly egainst him, and he expected to get off With the imposition of a $% fine, but the oliceman, who arrested him whispered, This is a crap game,” and the court said “Ten dollars.” he A pensioner named Anthony McGrail was in the is because he had spent his pen- sion money in riotous living and was with- eut funds last nigh “I found him sleeping in a cab at Knox's stable,” said the officer. “‘He’ been drunk since pension day, and last night he said he had no place where he could go.” “His money must be gone if he’s been drunk since pension day,” remarked the court. “Where are you from?” “I belong in New Brunswick, N. J., but I've been here since fall, following the um- treila business.” “Fifteen days.” Other Cases. Four colored men—Charles Brown, Charles Lang, Oliver Winston and Joshua Silvey— represented a crap game in Blagden’s alley, but three of them denied the charge after two policemen had described the game of 7-11” on a horse blanket, in the light of a stable lantern. Silvey, the fourth member of the quartet, Was called, and the judge told him he would be used as a witness. He then turned in- former and corroborated the evidence given by tne two policemen. Silvey was thereupon released, and his companions were fined $10, or thirty days. . Patrick Sullivan claims that he is a resi- dent of Boston, but he has been stopping here on the farm for a few days. Saturday afternoon he was released, and in less than two hours he was drunk and begging. mee you let me go I'll quit the town,” said Gs “Not today,” said the court. ‘I've not had a chance to get out yet,” he said. “When I got out Saturday I went to Kenning to catch a freight, but a detective frightened me off, and I thought I would &o today.” “Thirty days.” Peter Riley said he had only been arrested once before he started on the road, but now he is considered a vagrant and suspicious character wherever he goes. “I only got in town about 2 o'clock this morning,” he said, “and here I am now. “And you will continue to get arrested, the judge told him, “if you continue this tramping about the country.” He promised to leave the city within an hour’s time, and was released. Henry Mondsiey was in the Capitol Sat- urday night under the influence of liquor end wanted to go through a part 8f the build- ing where he was told he could not go. In language more forcible than elegant he ad- dressed the Capitol policeman, and the re- sult was that he got in the guard room and then in a police station. The usual fine was imposed. z Se TO PREVENT IMPOSITION. A Plan to Protect the Worthy Poor + and Stop Mendicancy. One of the most innoying evils in Wash- Ington is the practice of begging on the streets that is so persistently followed by a large number of individuals, who are, for the most part, worthless and lazy, and who find it easy to live by imposing upon the credulity of the warm-hearted and the generous. In order to assist in ridding the sity of these pests the Associated Ciarities have printed for distribution special cards. On one part of the card, the name and address of the applicant are to be written, and also the name and address of the per- son who sends it. One part of the card is to be given to the applicant, while the other, the duplicate, is to be mailed to the office of the Associated Charities. In this way the office will be notified that the ap- plicant has been sent, and whether the ap- plicant reports at the office or noi, the case is Icoked up and report is sent to the per- son sending the card. Worthy applicants would not hesitate to Present their siips at the Associated Char- ‘S office, and thus the generously in- ned who use them would be sure that were not aiding the professional men- nts. —— HOUSEHOLDS OF RUTH.
