The summer se-sion of the Naval War College at Newport will begin the 1st of June and terminate the Ist of October. Ar- rangements for it are now being made at the Navy Department, It 1s Intended to detail twenty-five officers, twenty of and above the grade of leutenant, and five be- low that grade, for instruction at the col- lege. Five officers of the class will be se- lected by the president of the college to continue its work during the winter and prepare for next year's term. Officers so detuiled are to be selected from a list of those having still a year’s shore duty to their creit. The program for this year’s study Is a continuation of the consideration of the strategic and tactical conditions of the At- lantic coasi and the Gulf of Mexico. Spe- cial attention will. be given, however, to the study of the war problems of the gulf, which would be the southern naval base in the event of war. Under coast defenses, attention will be directed to the Gulf of Mexico particularly, and to Delaware and Chesapeake bays, Lakes Erie, Champlain and Ontario, Puget Sound and Alaskan waters, the coast” of California from San Francisco to San Diego, and the Atlantic coast from East- port, Me., to Cape Hatteras, will be con- sidered in a general way. Under the head of strategy, close study is to be devoted to the Gulf of Mexico and the Caribbean sea. The study of the strategical and tactical possibilities of these waters is regarded by naval authorities as of great import- ance In view of the international situation in Cuba and Venezucla. The strategical features of the North Pacific ocean and the Aleutian Islands are also to form part of the course. Secretary Herbert's program for this year’s study of naval operations and tac- tics Is embodied under five heads, as fol- lows: First, the search for the most de- sirable battle tactics; second, the best for- mations for the fleet for such tactics; third, the types of vessels most suited for those formations; fourth, tactical studics of the coast and preparation for the naval de- fense of important localities; fifth, the con- striction of war charts and the prepara- tion of defense plans. ———_~—e Faneral of M.
