Opposition to Increasing the Police Foree—Contest Over the Deaf Mute Asylam—Notes. The regular monthly meeting of the city council was held last night, but very little busiress was transacted. The only im- pertant measure before the body was the pclice bill, which increases the force four men. ifr. James R. Caton spoke for about a half an hour in opposition to the bill, stating that he had secured from several of the cities in the state the number of poiice- men employed, and that he found that Alexandria had one policeman to every 1,600 persons, the same as the other cities led. Mr. Snowden also spoke against the bill. He said that during the past eight years he had acted as mayor, therefore had some experience with the police force, and knew that an increase was not needed. He further stated that te had interviewed several of the present force, and had been teld by them all that they could very easily handle the lawbreakers of the city without the additional men. In the court of assizes at Draguignan, France, Victor Rokello has been sentenced to imprisonment with labor for life for the murder of Abbe Gabriel Segul, in Old Comp- ton street, London, in October, 1894. Loy: Action of the Indiana Republican State Committee. The Indiana republican state committee yesterday afternoon at Indianapolis unani- mously adopted the following resolution “After a full, free, individual expression upon the subject, resolved, that the officers and members of this committee, each for himself and jointly, as the constitued or- ganization of the party in Indiana, hereby express the truest loyalty to Gen. Harri- son and to his renomination and re-elec- tion as President of the United States, should he become a candidate. The state convention for selecting dele- gates and alternates-at-large to the na- tional convention, and a state ticket and national electors, will be held May 7. The district conventions to select delegates to the national convention will be heid March 19. John K. Gowdy was re-elected chairman and Robert Mansfield was elected secretary of the state committee, — see. The Point Lookout Railroad. The Maryland senate has unanimously passed a bill providing an extension of time for the completion of the Washington and Potomac railroad to run from Washington to Point Lookout. The time allotted for the completion of the road extends from the date of the bill's passage to May 1, 1900. MAY WED MR. ASTOR. Lady Churchill Said to Be Engaged to William Waldorf. All the social world of the English metrop- olis is talking over the startling rumor that Lady Randoipk Churchill is to become the wife of William Waldorf Astor, the former New York millionaire, whose tastes are #0 pronouncedly British. The news is receiy- ed with gencral astonishment, because such @ marriage means the surrender by Lady Churchill of her title. > Neither Mr. Astor nor Lady Churchill will admit the truth of the rumor. They smil- ingly rezelve congratulations, but decline to extend either denial or affirmation. The only one who admits au engagement is young Rendoiph Churchill, who, however, will not say whose wife Lady Churchill is to become. “My mother will soon wed,” he declares, but beyond this bald statement declines to go. Coincident with this interesting matri- monial rumor is one hardly less interesting, to the effect that when Mr. Astor marries Lady Churchill, if he does, he will be knighted by the aueen, with whom Lady Churchill is a great favorite. Mr. Astor’s services to English literature might reedily be made the excuse for such an act. Lady Churchill is one of the most popu- lar of the long line of American women who married English husbands. Her name was Jennie Jerome, and she was born in New York forty-three years ago. She !s strikingly handsome and has been univer- sally admired. She is the typical American woman in point of sweetness, vivacity and charming manners, and has long held a high place in Queen Victoria’s esteem. Lady Randolph Churchill is “Aunt Jen- nie” to the husband of Consvelo Vander- bitt, who also gives her new relative that title. Should “Aunt Jennie’ merry William Waldorf Astor, Mr. Astor will become “Uncle Will” to the Duke of Marlborough and the young duchess. When Lady Churchill went to England she had the largest dower up to that time given to an American girl. Her father, Leonard Jerome, richly dowered this, his first married daughter, and her money, her beauty and her grace made her the sensa- tion of the hour. She was one of the first American women to demonstrate that in- ternational marriages ‘“‘with a title” could be happy ones. Mr. Astor has several children; one is a daughter, soon to make her debut in so- ciety. Both Lady Churchill and Mr. Astor have been bereaved within about a twelve- month, and their supposed engagement, therefore, is kept as quiet as possible, as being in better taste. 7 s00 DAMAGES FOR A BUACKLIST. A Florida Conductor Gets a Verdict for $1,750. In the United States circuit court at Jacksenville, Fla., a verdict for $1,750 has been rendered against the Florida East Coast railroad (the Flagler system) for blacklisting W. E. Willets. Ten months ago Willets, who is a citizen of Greenfield, ind.. was a conductor on the Eas: Coas’ road. Being offered a better paying position on the South Florida railroad, he left the East Coast railroad on two Gays’ notice. Willets went to work on the South Florida rail- read, and in three days was discharged, no cause being assigned.- Wiliets inquired into the matter and learned that he was discharged because Supt. Goff of the East Coast railroad had sent a circular letter he officials of other Florida railways g that Willets be not employed. No charge was made that Willets was in- competent or had failed to give satisfac- ton to the East Coast ‘ratlroa it was a simple request that he be blacklisied. Since the letter was written Willets has applied for work to every railway in Flor- iday, but in vain. in consequence he brought suit against the East Coast railroad for $10,060, which resulted as stated above. On the trial the etterneys for the railroad urged that the writing of the blacklisting letter s Supt. Gotf’s persoral act, and that the corporation should not be held responsible. The court, however, did not view the mat- ter in this light, holding that Sunt. Goff was the corporation's agent, and that it Was responsible for his acts. Maj. George Cochran Lembdin,the well-known , died yesterday at Philadelphia, aged sixty-six years. He was the eldest son of the late James Reid Lamtdin, the dis- tnguished portrait painter, and was born at Pittsburg, January 6, 1830, his maternal grandfather being George Ccchrun, a prom- inent merchant of that place. Mr. Lamb- din’s works keve apppeared in academy ex- ibitions for many years. Mcst of them were founded on episodes in Tennyson, and were romantic in subject and treatment. During the civil war Mr. Lambdin spent a great deal of time with the Army of the Potomac in the service of the sanitary commision. ———__6«. To Oust the Democrats. A resolution was drawn up in the Ken- tucky republican caucus Monday night pro- viding for an investigation of the eligibility of certain democratic members of the house.
