Fou, bold highwaymen, some of the left-over race track followers, “held up” and assaulted Hack Inspector Samuel A. Groff last night, and would, no doubt, have robbed him had they not been frightened off at the’sight of the officer's badge. The hack inspector is a detailed po- lice officer, who gces in citizen's clothes, and wears his badge on his vest beneath his coat, where it is visible only when his coats are open. England and America Might Conelude a New Treaty. Mr. Henry Nornan, Washington corre- spondent of the London Daily Chronicle, cabled his paper as fololws: ‘There is a hercie way of settling the whole difficulty, fraught with honor to both governments and with results of priceless worth to both peoples. The pres- ent delay consists in the fact that the United States government considers itself fn honor bound to insist upon a certain course, which the British government con- siders itself in honor bound to refuse to j adopt. Every day spent here has con- vinced me more strongly that it is Impos- sible to exaggerate the seriousness of such an international situation. If the British public is misled by the optimistic senti- ments of New York, it may find itself sud- denly face to face with an appalling danger. If the American government acts onlv in the belief that because Great Brit- ain is threatened with an Buropean crisis therefore she will knuckie down to any American demand, it may suddenly dis- cover that th2 European crisis has blown over, and that war with England is on its hands. In all the government departments here the situation is regarded as very se- rious, despite every effort made on behalf of peace. the kernel of the dispute being the priaciple of arbitration, the solution may be found therein’ also. If Lord Salisbury will say that, although he must maintain his refusal to arbitrate on Venezuela by itsciz, he is prepared to conclude a treaty with the United States under which all questions failing of diplomatic settlement shall be submitted to arbitration, and that this, of course, would include Venezuela, as the greater includes the less, the Amer- ican government, I know, will receive his communicatign with warm sympathy. Herein is a dignified and, indeed, the most simple and friendly escape’ from the dead- lock “Each Side Must Yield.” Sir Edward Clarke, speaking at Ply- mouth, England, last evening, in referring to Venezuela, said: “We must not be too impatient or angry with the Monroe dectrine. If we refuse to arbitrate except outside the Schomburgk line, we should have war with the United States, and a war in which we should not be right. Eack side must yield to some ex- tent. We must ignore the American com- mission, but to say that a line fixed in 1810 is unalterable is to adopt as unrea- sonable an attitude as the United States have adopted in President Cleveland’s mes- sage.” It wes their business, especially, to face the fearful calamity of war with America, to make up their minds as to what was right and to do the right calmly and quietly, regardicss of taunt, and content that they rad helped to preserve peace by the only conduct worthy of a great nation. The close of Sir Edward Clarke's re- marks was greeted with cheers.
