Smith yesterday called the attention of Agent Samuel Wilson of the Humane Society of Washington to the ter- ribly destitute condition of six colored chil- Gren, whose ages range from four to thir- teen years, who, for several days, and until relieved yesterday, by neighbors, were with- out fire in their excuse for a home in Hills- dale. ‘The mother of the children died some time ago, and since then, it is said, the children have been without any person to look after them. Their father is living, and has work, but, it is alleged, does nothing for his oif- spring. When some persons who had been informed of the condition of affairs, went to the house they found that the youngest ehiid had crawled inte the stove and was sitting in the ashes, while the others, with the exception of a little boy, who had gone to the gas house, more than a mile away, to pick up some coal, were shivering with the cold in the room. The attention of Sergeant Anderson of the Anacostia substation was immediately calied to the ease. Unfortunately, he did not have a dollar of public money which could be appropriated to charitable pur- Bo Ss, and those who have interested them- in the family are awaiting the action of Agent Wilson in the matter. Persons who are well informed say that there is no doubt there was great suffering in Hillsdale and Anacostia among some very poor people Saturday and Sunday. The Anacostia Railroad Company is re- laying its tracks in Hillsdale with new steel Fails, wherever repairs are needed. Mr. William H. Buckley is suffering with a painful case of blood poisoning, caused by his cutting his right hand, while cutting meat for a customer a few daysago. For a time serious results were feared, but it is now believed he is on the road to recovery. Miss Maggie Keating of Anacostia is visit- ing friends in Brunswick, Md. Soa aa LAUREL. Edward Harrison, aged twenty-two years, Was arrested Saturday evening for disor- @erly conduct and drunkeaness by Bailiff Robey. He was sentenced by Justice Con- Way yesterday to twelve months in the house of correction. The public schools here opened yesterday, after the holiday recess, with a large at- tendance. Sergeant Major John D. Cronmiller and Sergt. John Lillibridge have returned to the Maryland Agricultural College, after spend- ing the holidays with their parents here. Miss Pauline Flannery has returned to St. Joseph's Academy, Emmitsburg, after spending the holidays with her parents, Mr. and Mrs. J. A. Flannery, here. Mr. R. T. Anderson, who was removed last week to the University of Maryland Hospital for treatment for cancer on the stomach, will be brought to his home here today. His condition is rather serious. Mr. Anderson for a number of years was a commission merchant in Wasaington. ‘The Republican League of Laurel will at- tend in a body the inauguration of Gov.- elect Lowndes at Annapolis tomorrow. ‘The ice here on the Patuxent river and the skaters are out in force. E. P. Baldwin is rapidly recovering from his recent illness. King and Mr. Chas. Simms, the highest scorers of the evening, each won eleven of the fifteen games played. It being the quarterly meet- ing the prizes were awarded to those scor- ing the highest during the quarter. Miss Juliet Graham and Mr. Wm. M. Stock- bridge received the first prizes, and Mrs. J. G. Jones and Mr. Royal Gurley the “consolation” prizes. The guests of the evening were Miss Persis Proudfit and Mrs. B. M. The line is divided on the subject of a naval personnel bill between the Officers of the grade of lieutenant commander and above on one side and thcse below the grade named on the other. Provisions of the Bill. ‘The new measure retains all the ranks and grades now provided for the line, in- eluding that of commodore, which most bills have sought to abolish. The number of rear admirals is limited to 10; commo- dores, 10; captains, 60; commanders, 70; Heutenant commanders, 100, and a number of junior officers to maintain the total num- ber of officers now allowed the active list. The bill limits the number of appointments to the grade of ensign each year to thirty- five, and fixes the ages for admission of naval cadets between fifteen and seventeen. No ensign shall be ellgible to promotion un- til he has served three years on a cruising vessel. All junior grade lieutenants and ensigns who have completed eight years’ service shall be promoted to the next higher grade on passing examjnations, the service at the Naval Academy being included. Pro- motions to the grade of rear admiral, com- modore, captaim commander, lieutenant commander or lieutenant shall be by seniar- ity, subject to examination. The senior captain, however, shall not be advanced to the next grade if le be over fifty-nine years of age. Any captain, however, who has served forty years in the service, and wno becomes ineligible by age to advancement cr is found physically disqualified, shall be advanced a grade and then retired with 75 per cent of the-sea pay of that grade. Cap- tains below the fifth number of their grade and commanders shall be retired upon reach- ing the age of fifty-eight years, subsequent to June 30, 1899. Promotions from the low- er grades are to be made with the following restrictions: Lieutenants must serve five years at sea, not more than half of which may have been on the staff of an admiral; leutenant com- manders, two years as executive officer; commanders, two years’ service in vessels on active duty; captains, four years’ service in a ship in commissien. In case an officer is debarred from promotion by reason of in- sufficient sea service the officer next in rank, if qualified, shall be advanced. A Reserve List Provided For. The bill also provides a thirty years’ re- tiring clause and also_a reserve list for all corps. This list !s to be composed of men who have been honorably discharged after graduation from the Naval Academy or who may resign from the navy. These men, on application to the President, may be com- missioned and held in readiness for service when their services are required. They are not to be paid a salary, however, nor em-. ployed in any naval duty, but shall be sub- ject to the orders of the government in time of war. The bill does not provide positive rank for staff officers, and requires that those above the grage of commander shall be addressed by their titles, and those be- low as mister, doctor or whatever else that may be’ appropriatd)* The bill limits the number of appointments from ths Academy to the engineer corps to fifteen, and changes the title of the chief naval constructor to that of director of cénstruction. ehap- lains are well providéd for and the rank of the topmen increasgj. The village of Trumiansburg, about ten miles north of Ithaca, N.Y., was visited yesterday by a destructive fire, and a large part of the business section was burned. The loss is estimated at about $50,000. The Atwater block, valued at $20,000, was in- clvded in the Gestroyed section.
