The regular monthly meeting of the East Washington Citizens’ Association was held last evening. Heretofore the meeting night of the association has been the first Thurs- day night of each month, and the change to the first Tuesday in the month was not apparently understood, for scarcely a quorum of members responded to the call last night. In the absence of the regular secretary Mr. W. A. Croffut was selected to fill the position. The principal business of the as- sociation was the announcement of the new committees. The last year's work of the several com- mittees having been completed, President Babson did not call for reports from com- mittees on this account, The Eastern Branch Flats. Mr. T. W. Smith said each member of the association had read in The Star of Monday the elaborate report of Dr. Kober, the typhoid fever expert, on the health of the District. His reference to the eastern section of the city and the disease-breed- ing flats of the Eastern branch were doubtless correct. At any rate it must be so accepted. The report on the reclamation of these flats was of the utmost importance at this time, and he hoped that Mr. Jef- fords, the chairman of the committee in- trusted with the preparation of the report, would submit the same promptly. He un- derstood the report was almost ready, and was an elaborate and instructive docu- ment. This report, he thought, should be submitted to the association as soon as possible in order that it might be pre- sented with the printed copies of Dr. Ko- ber's report, so as to carry more weight with Congress. Mr. Smith added that he was not ready to acknowledge that Capitol Hill was unhealthy; on the contrary he thought it was the most healthful portion of the city. The bad showing, he thought, upon investigation, would be found to be due to the suburbs where there were no sewers. In this connection President Bab- son sald the question of sewers was a most important one to the health of the city. Every one agreed that something should be done, and in selecting Judge O. B. Hallam as the chairman of the com- mittee on sewers he felt certain that the best interests of the city would be care- fully giarded. Mr. W. W. Cheshire com- plained of the scheme of special assess- ment. He called attention to the fact that a number of people had paid water assess- ments, while others, with the aid of law- yers, succeeded in getting off. He was op- posed to the whole scheme. It was un- just. The city, he thought, should pay for all improvements, —— A Pleasant Gathering. The “Business Men's’ jble class of the First Congregational Church was delight- fully entertained Monday evening by Mr. and Mrs. H. K. Fulton at their residence, 1211 Vermont avenue. The members of the class, who hold frequent socials, had been requested to bring their wives. The receiv- ing party consisted, besides Mr. and Mrs. Fulton, of Miss Florence Fulton and Miss Hamilton.
