Mr. Kurino Explains the Declaration Made to the United States. Mr. Kurino, the Japancse minister, has made a statement in regard to the policy of Japan in Corea in line with the recent of- ficial declaration on the subject. “Kecent events in Corea,” Mr, Kurino says, “un- fortunately have given rise to the impres- sion in some quarters that Japan is seek- ing to exercise exclusive control over that country, in other words, to establish a protectorate. Nothing could be further from the truth than this supposition. In dealing with Corea, Japan has but one ob- ject, the establishment and maintenance of the independence of the Corean king- dom. The presence vf a large force of Jap- anese troops in Corea has, doubtless, been one reason why the impression has gained ground that the Japanese government de- sires to establish a protectorate there. The declaration of Japan does not mean that all of the Japanese troops will be withdrawn from Corea when Port Arthur is evacu- ated, for the retention of a suitable force will probably still be necessary for the pro- tection of Japanese subjects, and the lega- tion and consulates. But the maintenance of even such a force is clearly regarded as temporary, as is shown by the statement that the Japanese government hopes that ‘the work of reform having been set in motion will progress, and that consequently Corea will shortly be able to maintain or- der and protect foreigners,’ in which event the troops still retained for those purposes will be recalled. These declarations should serve so effectually to set at rest the ru- mors regarding Japan's designs upon Corea, which have already gained some de- gree of credence, and which, if uncontra- dicted, are calculated to lead to most mis- ehievous and injurious consequences.” ———_—__--e+_____. CLERK RAY REMOVED. He Was Suspected of an Intention to Bolt. Special Dispatch to the Reltimore Sun. ELLICOTT CITY, Md., Nevember 4.—Mr. W. H. Ray, who was designated as dem- ocratic ballot clerk for this (the second) election district of Howard county, today received the following letter, under date of November 2, from Mr. Joshua N. War- field, president of the board of election su- Fervisors of Howard county: “I am sorry to have to remoye you as tallot clerk of the second district. Tae news has come to us that you are not going to vote the democratic ticket and you have been appointed as a democratic clerk; hence, you are not suited for the position. If it is wrong, you will have to vote the ticket, and another year we can reinstate you. So you will not serve as a ballot clerk on November 5.” Mr. Ray states that he refused to do any- thing but his duty within the letter and spirit of the law. It is not ku.own and could not be ascertained tonight whether or not the action of the supervisors was unanimous in making the removal. The case has produced a sensation here, and the friends of Mr. Ray, who are numerous, are indignant at the action of the demo- cratic bosses. The dismissal is not calcu- lated to mend matters in this section of the county. Bradley Scaggs has been ap- pointed to succeed Mr. Ray. SCENE. Cuban Insurgents Pa: Tribute te Their Prisoners’ Valor. Details have been received from Cienfue- gos, Cuba, regarding the release of the sixteen Spanish soldiers who were captured by the insurgents in the engagement fought at Tardio Ojo de Agua. In that encounter sixty-four Spanish soldiers had made a gallant stand against 1,200 insurgents. The soldiers were commanded by Col. Valle, Maj. Sanchez and Capts. Navarro and Rio, who were among those captured and re- leased by Rego, the insurgent leader. The latter was the first to greet the Spanish officers, and, embracing Col. Valle, he said: “Return to your comrades, heroes. You are an honor to the Spanish nation, and I am proud to be able to boast of descending from such people.” Then followed a touching moment, dur- ing which the Speniards and the Cubans embraced each other and bade each other farewell, the Cubans shouting as the Span- jards went away: “Adios, valientes Ee- anole: The Spanish coldiers, nearly all of whom were wounded, were well cared for while in the hands of the insurgents, and ate at the same table as Rego.
