12 THE EVENING STAR, MONDAY, OCTOBER 21, 1895—SIXTEEN PAGES. MRS. WALLER ARRIVES She Will Seek a Personal Interview With the Secretary of State. What She Sayn of the Charge Made Aguinst Her Husband by the French Government. Mrs. Waller, the wife of ex-Consul Waller of Madagascar, accompanied by her three children, arrived in Washington today, and is the guest of her son, at Mr. Simms’ house, 316 A street northeast. She comes here to enlist the further aid of this gov- ernment to secure the release of her hus- band from imprisonment by the French government. Mr. Waller was tried by court- martial by the French authorities in Mada- gascar on the charge of giving clandestine information to the Hovas, with whom the French were at war, and was sentenced to twenty years’ imprisonment upon convic- tien. Not Dissatixfied With Mr. Eusti The aid of the United States was in- voked to secure Mr. Waller’s release not orly because he is an American citizen, but vnder the last administration was an ac- credited consul of this government at Ta- matave. It is claimed that there were i regularities in his trial by the military au- thorities, and that he was unjustly con- demned. As is well known to the readers of The Star, the American ambassador at Paris, Mr. Eustis, has devoted considerable effort to secure an investigation into Mr. Waller's case looking to his release. Mrs. Waller expressly disclaims any dissatis- faction with Mr. Eustis and his action in the case, and expresses her appreciation of big work. She comes to Washington, with the hope that personal representation made to the State Department may facilitate ac- tion favorable to her husband. She will visit the State Department some time this week, accompanied by her attorneys, ex- Congressman Joha M. Langston, Mr. John G. Jones of Chicago, representing the Illi- nois State League, and Mr. Maguinn. Mrs. Waller will present a sworn statement of the case to Secretary Olney and will file a number of papers, which, she says, have important bearing upon the matter at issue, and should be of aid to the department in making the representations to the French government that she desires. What She Says of the Charges. According to Mrs. Waller's story the charge which the French government brought against her husband is that of corresponding with the enemy. it is di- vided into two sections: First, for violating the order that no letter should be sent out of Tamatave without first being read and criticised by the military authorities. Sec- cnd, for attempting to convey information to the enemy. The charges were based upcn three letters, one of which was to Mrs. Waller herself, one to a man named George Tessier on business matter and an- other to a native about some revolvers. This native had asked Mr. Waller how much revolvers cost in America, and as Mr. Waller was on the point of.making a it to che old country, the native request- ed him to bring him several when he re- turned. The letter to Mrs. Waller, which she never received, contained information regarding outrages committed by French soldiers on native women, but, it is claimed, there was absolutely no allusion to the movements of the French army. ————_-e-—_— SHERMAN’S CHARGE RESENTED. Harrison's Friends Explain Negotia- tions as to His Nomination in 1888. Mr. Harrison's friends are resenting the imputation in Serman’s book that Harri- son’s nemination in 1888 was the result of @ corrupt bargain, although the book ex- culpates Mr. Harrison from all knowledge of any bargain or sale, says en Indianapo- lis special to the Philadelphia Press. Some of them -xplained the alleged deal in this Chicago Mr. found the sentiment for Blaine. The bal- loting disclosed that Blaine’s friends pro- posed to tire out the delegates and force the nomination, despite his cablegram that Harrison’s managers at he would not accept. After the convention had been in session five days Delegate Huston is said to have telegraphed to Har- rison that his case was hopeless, as New York determined to hold the convention un- til Blaine was chosen. This was on Friday night. Immediately afterward New York began making overtures to Indiana and M. H. De Young of California forced an adjourn- ment until Monday. New York conceded that Harrison was second choice, but the delegates threatened to again bring out Depew unless the state was given sub- stantial recognition. It was then agreed that Levi P. Morton should have second place, and to placate De Young and the Blaine following the Harrison managers agreed to offer Blaine the portfolio of state. Platt and Miller attempted to dic- tate terms as to patronage, but Harrison's managers would not consent beyond pledg- ing that the patronage should not be used by one faction to the Injury of the other. De Young consented to the _ar- rangement because Sherman’s ultra views on the currency question made him weak in the western states. It was this deal with New York to which Sherman refers when he says that Harrison’s nomination was the result of a corrupt bargain. Anent the Sherman-Garfield controversy, wherein Sherman by implication charged Garfield with bad faith in 1880, Judge Wil- liam A. Woods said last night that he met Garfield on the day following his nomina- tion and asked him: “How did you feel as you sat in the con- vention and felt the weight of that nomi- nation bearing down upon you?” Garfield replied: was overwhelmed with the one thought—what will John Sherman think? will he believe I did the best I could?” — COLT WILL SUE. MRS. Divorce From Her Husband Asked on Statutory Grounds. Special to the New York Herald. PROVIDENCE, R. I., October 20.—The biggest kind of society sensation, involving Col. Sam Pomeroy Colt of this city and Bristol, who is president of the Industrial Trust Company, one of the largest banking Institutions of this city; president of the National India Rubber Company of Bristol; president of the First National Bank, and vice president of the Eagle Bank of that Place, and former attorney general of the state; his wife, who is well known in New- port, New York and Washington societ: and other prominent persons, whose names sxe not yet divulged, has just developed ere. Mrs. Coit will begin a suit for a legal separation from her husband in the Rhode Island supreme court tomorrow morning. She will not plead for a complete divorce, but will ask permission to be separated from Col. Colt, to have the care of their two children and to receive a suitable an- nuity to support them. Mrs. Colt asserts as grounds for her suit that the colonel has held improper relations with a New York society woman, who ts a distant relative of the Colt family. Her name is withheld by both sides, but she is now in York. o2 ESE MORE CH TO DIE. These Will Make Twenty-Nine Exe- cuted for the Kacheng Massacre. A special cable dispatch to the New York World from Foo Chow, China, says that fourteen will te executed today. The four ecndemned leaders will leave Kucheng Wednesday and be brought to Foo Chow to be put to death. ‘These are the eighteen Vegetarians the viceroy of Fokien agreed, after five British Warships appared at his capital, to execute immediately. Eleven of the forty-five convicted of tak- ing part in the massacre of English mis- sionaries in Hwasang had been beheaded when the Chinese officials so obstructed the eure at Kucheng that the American and ritish consuls suspended proceedings and telegraphed to their ministers for warships. Presence of mind on the part of Miss Frances Willard at the night session of the union in Music Hall averted what might have been a panic. In the midst of an address by Mrs. Laura C. Hoffman of Missouri the rumbling of the steam exhaust outside the building ca 1 considerable alarm to a number of timid persons in the @ear of the main audi- torlum. Several left the rocm hastily, and the speaker paused, surprised, in the midst of a sentence. Following this the gas jets on the side of the hall were suddenly il- lumed, and the announcement was made that owing to a defect in the steam gear beloW the electric lights would be extin- guished, but that feared. Finally the electric lights did go out, leaving the auditorium in a semi-twilight. The noisy exhaust continued its rumbling, and for the wrought-up nerves of the timid ones it proved too much. A simultaneous rush by those nearest the door was made, while in the gallery and all over the house alarmed delegates and visitors prepared for a precipitous retreat. They were admon- ished from the stage by numerous calm voices to remain seated, and that no peril of life or imb was imminent, but terror by this time had grown, and no heed was paid to the speakers. : Miss Willard, with ready wit, then came to the rescue. “Sing!” she cried; “sing something to stop this rush."" Without loss of time the piano resounded, and the one hundred persons or more on the stage made the hall ring above the noise of the tumult with “Nearer, My God, to Thee.” It acted like oil on water. The crowd quickly calmed down, and soon afterward, w the reappearance of the brilliant electric lights, full confidence was restored, and the au- dience settled quietly down and allowed the speaker to continue. SS PARALYZED BY THE FALL. no danger should be Had Young Mackay Lived He Would Have Been a Cripple. From the Philadelphia Press. PARIS, October 20.—The exact details of the deplorable death of John W. Mackay, jr., as furnished to his sister, the Princess Colonna, have been obtained, and are as follows: Young Mackay was taking lunch on Fri- day afternoon with two friends, Messrs. Lynch and Digby, when a steeple chase match was proposed. Somebody suggested that a gallop might be unwise immediately after eating, but the suggestion was over- ruled, and horses were brought out. One of them wes a half-broken colt, belonging to the stables of the chateau which Mr. Mackay had rented. Mr. Mackay mounied this one himself, against the protests of his friends, and they started around a circular course. The colt was fractious, and Mr. Mackay’s companions easily distanced him. On _the second round they noticed that Mr. Mackay looked rather flushed as they passed him. On the third round they found him lying on the ground. He was carried to the house and a doc- tor was summoned. The physician, on his arrival two hours later, first bound up the injured head. On further examination he found a leg broken and the knee-cap frac- tured. During the examination the suf- ferer looked up and smiled. The doctor said: “If I had seen this first I need have done nothing for the other wound. He is paralyzed from the walst down and feels no pain. Even could he survive, he would ve @ helpless cripple for life.” eS HOMES OF 1,000 BURNED. Fire Believed to Have Been Incen- diary. That portion of New Orleans known as Algiers was almost wiped out by flames yes- terday morning. The fire started a few minutes after midnight in the shanty oc- cupied by Paul Bouffia. Six fires have start- ed in this place before the present one, and the facts surrounding this one indicate that he started it for the insurance. He bought six gallons of coal oil Friday, and those who at first responded to the alarm claim that they plainly smelled burning oil. The house burned as though it had been saturated by oll. So plain did the citizens consider his suilt that they made an effort to lynch him, and a strong cordon of police was all that saved him. The fire wiped out nine squares, or 197 houses, and rendered homeless 1,000 persons. These were nearly all of the poorer class, and the flames destroyed all they possessed. ‘The loss is estimated between $350,000 and $500,000. ———-+e+____ The Monmouth county (N.
