Money Made by Garbage Compantes— Reduction vs. Cremation—Some + Figures Given. From the Monicipality and County. Boston was the first city visited, and under the charge of Mayor Matthews the plant at Wakefield was inspected. The -inethod, as also in Buffalo, St. Louis, De- reit# Milwaukee and Cincinnat!, is some- wha on the plan of a redtiction works. Here (in Boston) instead of being cre- mated the garbage 1s cooked in steam and reduced to two products, 1. e., a grease substance and a dry fertilizer. Into an fron digester the garbage is dumped, seal- ed up and treated to an S0-pound pressure of steam for six hours. Then, the stuff having thus undergone a transforming process, It is subjected to heavy pressure, that the grease may be extracted. In these details, 1.¢., steam cooking and pres- sure extraction, the Boston plan differs from the dry roast and chemical extraction Process at St. Louis, Buffalo, Cincinnati, Milwaukee and Detroit, but. the principle, i. ¢. to utilize garbage by transforma- tion (instead of destroying it by fire or water) is the same in these various “re- duction” plants. It is necessary, in this ystem, to separate non-reducible raatter, such as cans, paper, shoes, etc., etc., from the kitchen refuse, and this feature is one that New York and other large cities find it difficult to adapt. Then, too, the method does not go far enough for a ma- jority of these cities, in that {t cannot ardie dead animals or night soil, and thus necessitating additional garbage facil- ities. The favorable features of this sys- tem are that little or no nuisance is created, and the market value of the re- sulting product tends to lessen the cost to the city. In Boston, for instance, the company is willing to operate the plant, and pay for that privilege a sum equal to 6 per cent annual interest on the cost of construction, {f the city will build the works. Or, the company will bufld its own plant if the city will pay 34 cents a ton for all the garbage disposed of by the com- pany, the city to collect the garbage and deliver it at the works. The products themselves yield a fair profit on the cost of operating the plant, but not enough, it is claimed, to cover also the interest on the investment. While these figures are in mind we wish to note that in Buffalo, N.Y., where the system we described last month is used, and which same system is also used in St. Louis, Detroit and Milwaukee, the company has a five y contract with the city to reduce all the garbage of the city at a tofal set price of $175,000. This gives the company $35,000 a year, or $2,750 per month. The contract has been in force since June 1, 1893, and at the pres- ent time the total amount of rarbage does not exceed 2,000 tons per month. It will thus be seen that Buffalo is paying at the rate of $1.37 per ton, as against only 84 cents proposed by the Boston com- pany. In this connection we also note that a Chicago firm claims ability to dis- pose of the garbage at a cost of 6 to 7 cents per ton. Should it be possible to dispose of the stuff at this small expense it becomes useless to discuss the question of utilizing instead of destroying, ss the economical advantage is too plainly in favor of the latter. Cremation at Montreal. Montreal next attracted the commis- sioners, where they arrived on October 19. Tho genuine crematory or total destruc- tion by combustion method is used, and nothing but ashes and slag are the re- sultant products. The products, however, when mixed with mortar make a good cement, and hence have a marketabie value. The garbage Is Jumped into in- cinerators through hoppers in the floor above. An auxiliary fire keeps up vcom- bustion in these Iincinerat and ts fed with coal, wood, etc. Necessarily this method creates considerable vapor, which must also be destroyed in order to avoid that greatest of garbage works difficulties, bad odor. A large plant is necessary, the destruction of valuable fuel {s entailed, and some of the good products of garbage are lost in the process. In Chicago the garbage !s drawn on flat cars that are protected by fire-brick Into a veritable fiery furnace. These cars run the gauntlet of jets of fire formed by blasts of steam and petroleum, and as the procession or cars makes its way slowly through the tunnel the garbage {s supposed to be con- sumed. In ordeg to facilitate combustion air is forced into the burning garbage through a hollow poker or tube. Though the system is capable of handling Immense quantitles of garbage the test was rather unsatisfac- tory. Dense clouds of offensive smoke arose, and some of the garbage came out in an unconsumed state. The expense cf keeping the plant in repair may be con- siderable, but a low estimate of cost per ton for destruction, 1. e., 6 to 7 cents, fs In the plan's favor. Like the Montreal cre- matory this method calls for consumption of new fuel, and likewise destroys the gar- bage products. $ Figares From St. Louis. St. Louis next caught the distinguished travelers, where an inspection of its sys- tem was made. It has been shown herq as in Boston, that there are desirable financial possibilities in any system that geeks to reduce to a product rather than to destroy the garbage, but it is claimed that as yet a plant cannot be made self- sustaining. ‘That the near future will prove this claim to be a mistaken one we firmly believe, for it is easily possible to modernize the existing plants In a manner that will result in factlitating, nence econ- omizing, the operations. When this tis done the market value of the resultant product will pay the operating expenses and leave a reasonable profic on the actual cash investment. The following comptla- tion shows estimated profits for one month's operation of the St. Louis plant: Ss Income. Tons of garhage reduced in August, $7,098. Received from the city (about 78 cents per ton) .. aaa 5,580.15 Value of resultant fertilizer at $12 per ton (figuring 20 tons for every 100 tons garbage).. 17,028 00 Value of grease product at $2 for each ton of tankage 2,838 00 Total income . $25,446.15 Operating expenses. Atlanta, Ga., was reached on the evening of October 23, and here was Inspected the most talked about of all the schemes in- vestigated during the trip. It is one of the Kind that destroys the garbage by com- bustion, and Is composed of three furnaces, fn one of which the stuff is dried, in an- other it is burned up, and in the third the odors are destroyed. Night soil, dead horses, and in fact every description of garbage Is destroyed. To give a better idea of the ability of this system to “eat up” @ city’s cast-off filth and litter we include he following record: It 1s 64 feet long, feet high ani 9 feet wide; it has a capac- {ty of 100 tons per day. From June 24 to July 25, twenty-four days of twelve hours each, it disposed of 1 cart loads of gar- bage, 153 wagon loads of garbage, 2,730 barrels of garbage, 278 loads of night soil, 18 horses, 10 cows, 316 dogs, 16 cart loads of fish. It ts erroneous to state that this system has no unobjectionable features. Even while the commissioners were making the {inspection there was Itigation pending in the superior court at Atlanta concerning ft. About thirty people who own property near the works are secking to enjoin the city from the use of the dumping ground because it is a nuisance, claiming that it roduces smoke and nolsome smells, ard ls making the people In that vicinity sick and thelr lives miserable. A Roasting Process, At Cincinnat!, Ohio, still another system was found. It is, in principle and general method of treatment, like those at Buffalo, flwaukee, Detroit and St. Louis, but In details of manipulation it yarles there- om. The garbage {s treated to a naphtha ath, and the grease thus extracted before © roasting process is apptied. This is the reverse of the usual method, which first drains, then roasts, and then extracts. The Cincinnati plant makes an admirable financial showing, both for itself and for the city. The city pays the ccmpany $18,000 annum, and the latter does all the collecting and delivering. In Buffalo, N. Y¥., a city of almost exactly the same size, the city pays the company $5,000 per annum, and also does the collectin, and delivering. From every 100 tons 3 wet garbage the company obtains 28 tons of fertilizer and six tons of grease. It is now handling an average of 62 tons of gar- bage per day, or 1,248 tons per month of twenty-four days.
