Practical Suggestions for Protecting the Woo ands and Providing Timber for the Future. Washington was represented last week at the National Forestry Association's meet- ing, In Philadelphia, by Dr. B. E. Fgrnow, chief of the forestry division of the Agri- cultural Department, and chairman of the executive committee of the national asso- ciation, and Mr. Edward B. Bowers, assist- ant commissioner cf the general land office. In his address Welnesday evening Dr. Fer- now spoke on the “Battle of the Forests,” illustrating his subject with lantern slides. “Tt was questioned,” he said,“whether a tree need ever dic, since it ts developed by the successive addition of new parts, renewing annually not only foliage, but its wood and roots—everything concerning: its life and work. It thus has the conditions of exist- ence in its thousandth year that it had in onth. fhe army of the forest is made up of various tribes, each fitted to wage war with @ifferent sets of conditiors, bent on con- quering the soil, the elements and the lower vegetation. Hardly has the first gained the mastery when the trees themselves begin to quarrel for light, and the battle becomes one of individuals. In this struggle a nat- ural thinning oft takes plsce, some trees lagging behind and oeing shaded out until in cld age only as many remain as can oc- cupy the ground. At the fall of the first ards those remaining strive for domi- na Into the breach made by the fall of a forest giant the young seedlings soon rush, beginning again the siru tstence. Man's Hostility to the Forest. “Man has for ages taken sides against the forest, not only contesting for occu- pancy of the soil and utilizing the vast stores of wood, but in wasteful destruction. When the firebrand is added to careiessness friend and foe are killed alike, and the soil is turned over to enemies without profit to man.” Dr. Fernow told it to be the duty of man to make intelligent use of forests, and in .this connection was shown upon the screen the striking difference between the work of the lumberman and of the forester. “The forest cover,” he said in conclusion, “deserves the fri:ndship, the zealous parti- sanship in its defense of every Intelligent citizen.” M : pwers’ Address. ‘Thursday evening Mr. Bowers lectured on “The Duty of the Federal! Government in Forest Protection and ng Conditions of Go nmment Forests." ‘The first thing to consider,” he said, “Is the fact that there is a great national prop- erty “in these forests; that as such, every citizen of the United States is an owner of forest lands. That these lanis now held by the United States sustaining a forest growth at the present time are in the main unfit for any other purpose than growing timber, and it is the duty of this generation to see that such lands are permanently set aside for the double purpose of supply timber for future generations and for main- taining water conditions throughout that vast region from the one-hundredth merid- jan to the Sierra Nevada mountains, which is entirely dependent on irrigation for its future development. Forest Reservations, After commenting upon the acts passed from time to time regarding the timber of the United States in the wasteful methods that have prevailed, and the insufficient and meager efforts made by Congress dur- ing the past twenty years, he said: “Until there is a radical change in legislation, tegether with sufficient appropriation for the administration of such legislation as shall be enacted, we cannot hope for any great improvement. Such change in the law will come eventually. The iaw of 1891, which authorized the creation of the forest reservations, indicates the dawn of a better day. Under this act seventeen reservations, embracing over 17,500,000° acres of land, have been permanently set aside for the purpose of continually supplying timber and for the protection of the main sources of the water supply of arid regions. Al- though the law authorizes the creation of these reservations, no specific power has been granted by Congress, and not a dol- lar has been aside for their protection or development. Several bills with this in view have been introduced, but, owing to the hostility of certain interests, all have been lost. Bustuess Methods. “It is your duty as part owners of this property to insist that your representatives shall take an active interest in furthering proper legislation to this end. The only protective agencies for government timber at this time are the thirty special agents of the general land office, whose duty it is to investigate and report timber trespasses for the district attorneys to prosecute. The magnitude of their work may be understood when it is known that in the last nine years trespasses have amounted to over $6,500,000, but of which, owing to inadequate appro- priations, only ten per cent has been col- lected. “Our hope is to have all our useless laws wiped out and a simple business method bubstituted; to have the lands surveyed and the property upon them classified; when the timber is ready for cutting to mark such as are to be sold and offer it in the public market to the highest bidder; to have it cut under proper restrictions, the money paid for it before it is cut; this money to be paid into the United States treasury and to be a fund for the preservation and main- tenance of these reservations.” tee PATENTS WITHHELD. Secretary Smith Pulls a Railroad to the Snubbing Post. An important decision has been rendered by Secretary Hoke Smith in regard to the land grant to the Burlington and Missouri River Railroad Company, now the Chicago, Burlington and Quincy Railroad Company. In a decision by the United States Su- preme Court it was held that the grant to this company was divisible—that is, that a certain amount of land was granted on each side of the road, and that it was not authorized to increase the quantity on one side to make up a deficiency on the other. An adjustment of the company’s grant in ISSS showed that it has received 201,101 acres to the north of its line in excess of the amount granted it, and a demand was made for the reconveyance of this land. The company refused to comply, and suit is now pending to compel it to do so. The amount of land patented to the company south of the road is admitted to be less than it is entitled to, and lards still exist south of the road that might be patented to it were it not for the excess granted it to the north. Certain of these southern tracts, it is alleged, have already been sold by the company, and it is desirous of secur- ing the patents for them, and offers to sur- Tender an equal amount north of the road if these are patented to it. The law expre forbids the patenting of lands to any company which already has more land than it has beea granted, and patent any further nds to the company until the suit in the Supreme Court to compel relinquishment of the excess to the north is decideg Inno- cent purchasers under the railroad or other- wise will be fully protected. ———-_-e Sentenced to Diamins The case of Paymaster H. R. Smith of the cruiser Concord, on the Asiatic station, is now before the Presitent. This officer was recently court-martiaied for a violation of the regulations, said to have resulted from an over-indulgence in liquor, and is belleved to hi been sentenced to dismis- sal. He has had a rather unfortunate ex- perience. Several years ago, while attached to the cruiser Essex at New York, he dis- appeared suddenly and mys y for about a week, and then reported that he had no recollection of his actions or where- abouts during that time. Abcut a year ago, while serving in Chinese waters, le was mildiy punished for intoxication. Be. cause of these experiences it Is believe: that the present case against him may re- sult in his leaving the service. Christ Church Centennial. Next Saturday will be a day of interest to Episcopalians of Washington generally, and to the members of Christ Church, Navy Yard, especially, as on that day will be celebrated the centennial of the found- ing of the parish—the oldest Episcopalian parish established within the bounds of the District of Columbia. Services will be held in the morning at the church, on G street between Oth and 7th southeast, conducted by the rector, Rev. Gilbert F. Williams. Rev. T. S. Childs, D. D., will preach the sermon. The evening sermon will be de- lvered by Rev. Dr. Alexander Mackay- Smith, and Judge C. B. Hallam, who has been a vestryman of the church for a num- ber of years, will make an interesting ad- dress, detailing the history of the church during the century of its existence. The music will be an especial feature of the services. ——.__ Pleasant Affair. Saturday night was pleasantly’ spent by the employes of the clothing department of Robitison, Chery & Co., who were in- vited to a dinner at the Owen House by Mr. 'T. Pliny Moran, ad. writer of the firm, and recently promoted to the head of the clothing department. Mr. Moran made a happy speech, referring to the pleasant relations existing between himself and the members of his department, and Messrs. R. Emmet O'Bryan, George Dieterich, Frederick G. J.
