Langston, the attorney of ex-Consul Waller, who is imprisoned at St. Pierre by the French, is determined to push the case will all the power he pos- sesses. “In the first place, pose to maintain the concessions obtained by Mr. Waller in Madagascar. The whole purpose of the prosecution and persecution of Mr. Waller by the French government was to despoil him of the concessions he procured. The French government realizes that the concessions are of immense value. Then we intend to force the French gov- ernment to pay to Waller an indemnity commensurate with the persecution he has undergone. He was given a mock trial, was threatened and finally conveyed in irons to France, where he now lies in prison awaiting a civil trial.” Mr. Langston said the amount of the in- demnity to be asked would be determined after he had communicated with Waller. Mr. Langston says he is entirely. satisfied with the course of the State Department, which, he said, had: called for a thorough investigation of, and report on, the case by Minister Eustis at Paris, and the consul at Tamatave, Madagascar. As soon as these are received, if they are shown to bear out Mr. Waller's representations, Mr. Langston expects the administration to take prompt action looking to the release of the prisoner, and to demand from France a proper money indemnity. <—_—_— Camera Club Exhibit. It has been decided by the managers of the spring exhibit of the Capital Camera Club, that is to begin May 11, to hold a lantern slide exhibition at Carroll Insti- tute Hall on the evening of May 13. About slides, of which fifty will be colored, will be shown. The recent experience of Admiral Meade in his cruise with a sauadron through the waters of the Gulf of Mexico and the Ca- ribbean sea has served to again attract the attention of the officials of the Navy De- partment to the necegsity of acquiring at least one or two ccaling stations in those waters for the use of the navy. Although this cruise lasted only a few weeks, the difficulty ef procuring a sufficient supply of coal at convenient points and at Tea- sonable prices has strikingly indicated the trouble that may be expected when it shall be necessary to maintain for long periods of time, or perhaps permanently, a number Mf cruising gunboats in thoseswaters. The Sources of coal supply in that section are at present largely in the British possessions. The price is always high in some ports, but £ is very much higher in others, being nown to reach fifteen dollars per ton at Colon at times. —————— Outbreak in Formosa. ‘The London Times has this dispatch from its correspondent in Hong Kong: ‘Serious outbreaks have occurred throughout For- mosa. H. M. S.. Leander has gone to Ta- kau and German sailors have been landed at Tamsui from the Irene to protect for- eigners. The Chinese soldiers killed the general on April 22. The governor’s body- guard attacked them, killing thirty and wounding fifty. The governor is accused of stealing the soldiers’ pay, which is two Months in arrears. The Chinese artillery threaten to fire on any vessels leaving For- mosa with treasure. The position of the foreigners is critical. Happily the French cruisers Alger and Isly, the German cruiser Irene and the British warships Tweed, Red Breast and Leander are at different ports of the island. The savages from the in- terior are descending from the hills for the purpose of attacking the natives.” German Forces for China. Some 550 sailors and marines went on a special train from Kiel, Germany, to Wtl- helmshaven on Friday, and Saturday em- barked on the ironclad Kaiser for China. A rumor abroad was that Emperor William had sent the czar a telegram putting the German squadron in the Pacific under the command of the Russian admiral, Tyrtoff.
