Mr. Morley’s Irish Land In the house of commons yesterday after- noon Mr. Morley defended the report of the recent Irish land committee, ridiculing the idea that it was one-sided or issted by @ packed majority. In explaining the present Irish Jand bill Mr. Morley said that at the foundation of the government's proposals was a broad principle of social policy toward Ireland. A general rule.of protecting the tenant in ownership, if improvements were made, was absolutely indispensable in Ireland, owing to the decisions of the Irish courts which upset the intentions of parliament. The government now proposed that all the improvements on a holding should be pre- sumed to have been done by the tenant, unless the contrary was proved. The bill directed the courts to give ample compen- sation and security to a tenant for im- provements, and it is also proposed to amend the act of 1870 so as to make it perform fts functions in the way it was designed it should. Consequently it would be modified in order to prevent the un- doubted intention of parliament being frus- trated. The panes: to be paid toa tenant would be in money or in money's wore ‘t was also proposed by this measure that holdings should be subject to statu- tory conditions until the new rents were fixed and the statutory conditions thereby revived. Where a tenant was in occupancy as care- taker for five years, and had discharged all the obligations incidental to the hold- ing, he should. at the end of that period be deemed to be present tenant again with all former rights of occupancy. It was further proposed by the bill that all arrears of rent might be recovered within the next two years. After then the landlord would be able to recover two = deers only. ir. He adds, however, that the unionists accept the broad prin- ciple of the bill. The Parnellites, he says, will endeavor to introduce the principle of compulsion in regard to evicted tenants, The Times, in a leader, dwells upon the unexpected elaborateness of Mr. Morley’s bill, dealing, as it does, with almost as many difficult and complicated questions as the statute it professes to amend. The Paper continues: “It will be necessary to separate the practical improvement pro- posal from projects which, when they were proposed by Mr. Parnell, were rejected by Mr. Gladstone himself as aiming —_ a virtual reconstruction of the land act, and denounced by Baron Herschell as revolu- tionizing that act. One of the most oe markable of Mr. Morley’s proposals, that only two years’ arrears shall be recover- able, seems likely to multiply the number of victims.” The London Daily News says there is some talk of the opposition allowing the bill to pass its second reading without a division. This, however, does not conceal the avowed intention of the landlord hog in the house of commons to resist to utmost the main proposal.of the bill, that tenants’ improvements shall be as their own —se0-_____ GEN. LACHAMBRE KILLED. A Serious Loss to Government Forces in Cuba. The reported defeat and wounding of Gen. Lachambre, governor of the eastern department of Cuba, has been confirmed. A letter from Havana states that Lacham- bre has died from wounds received at the encounter with forces of Henry Brooks near Guantanama. This is a serious loss to the government, and will greatly en- courage the oe ‘The same letter brings news that thé revolution ip wo! westward, and toward province Puerto Principe. The Cuban cigarmakers at Tampa, Fla., worked all day Sunday, the proceeds going to the treasurer of the revolutionary party at New York. News reached Key West last night that an engagement between 300 insurgents and a battalion of Spanish has occur- red near Manzanillo, in the southeastern part of Cuba. The Spaniards were routed. The news was posted last night in the Cuban Club and places of resort. Hundreds of Cubans were on-the streets rejoicing. In the Spanish chamber of deputies yes- terday Senor Osma questioned the govern- ba. Senor Groizard,minister of foreign affairs, awed that advices showed that three Am been arrested at Havana, ana t that the American consul general there had made application regarding them to the authorities. Senor Groizard further said that the government considered that the Spanish-American protocol of 1877 af- forded no protection to Americans who con- spired against the government of Cuba. Minister Murunga’s Advices. It is persistently maintained at the Span- ish legation in this city that the Cuban revolution is practically at an end. Minis- ter Muruaga has received a telegram from the captain general of Cuba, in which he says: “The three bands of insurgents who ap- peared in the province of Matanzas some days ago have completely vanished, Of xee their three leaders, one Manoel Garcia, has keen killed; a second one, Antonio Lopez Coloma, has been captured, and the third, Marrero, has surrendered. All the mem- bers of these bands of rebels have either been captured or have surrendered. There is not a single rebel at liberty in the ye irce. The civil guard has been recalled to the capital, and sent to the peor of Pinano, Havana, and Santa The province of Puerto Principe is meee “In the province of Santiago de Cuba, the rebels have been completely isolated and are lacking in ammunition and arms. ‘They are hesitating whether to surrender or to resist for a short while longer. Com- mittees have been formed in the hope of persuading them to lay down their arms, and they have requested ten days to con- sider the question and decide what to do. The government has refused to grant this delay.” —_—___+e+___—_. The Cen: Work. ‘The census office has ceased to exist as a bureau, and hereafter until the work of the eleventh census is completed will constitute merely a division of the In- terior Department. The division now con- sists of ninety clerks, three special agents, with George R. Donnell of Mississippi, the former chief clerk of the bureau, as divi- sion chief at a reduced salary of $2,000. ‘The work will not be closed for some time yet.
