A cable dispatch from Wei-Hai-Weli, dated February 5, says that the Chinese fleet has practically ceased to exist. The ironclad Chen-Yuen and her sister, the Ting-Yuen, have been sunk, and the other vessels of the fleet are within the grasp,ef the Japanese. = The dispatch adds that on daybreak on Sunday the Japanese fleet opened fire on the Lui-Kung forts, which replied vigor- ously. The bombardment became terrific. The first Japanese division, including the fiag- ship, directed its fire against the Eastern Island batteries, while the second division shelled Fort Zhih. The Chinese fleet soon came to the assist- ance of the forts. The Ting-Yuen used he thirty-seven-ton guns, without effect, bul succeeded in diverting some of the Japan: ese fire from the forts to herself. The Lai-Yuen, a smaller ship, also fought well. She sustained much damage. There Were many casualties. Two Chinese gunboats also assisted, but were not badly damaged. These four ves- sels fought desperately until dark, when the firing ceased on both sides. The Chinese forts, especially Fort Zhih, suffered immense damage. The slackening Chinese fire toward evening indicated that the guns were disabled, that the gunners were killed, or that ammunition was be- coming scarce. The sea was rough Sunday, but, fearing that the Chinese would endeavor to escape, the Japanese fleet did not seek shelter, — to block the exits from the har- Tr. During the night the Japanese learned from a prisoner who had been captured ashore that Admiral Ting, the Chinese naval commander, had ordered the cap- tains of the various ships to remain inside the harbor, even if the island should be captured, and endeavor to destroy the Japanese fleet. Every officer was ordered to remain at his post until the last, under in of dishonor or death. The bombardment was resumed the next day, Sunday's operations being repeated. Tke fire from Fort Zhih continued weakly. The Chinese men-of-war were so repeat- . edly and badly hit that their guns were handled with difficulty, and with less spirit. Toward the close of the fight the Ting- Yuen and Chen-Yuen were disabled. They gradually settled down and foundered amid shouts of triumph from the Japan- ese. both on Iand and sea. : The other Chinese vessels were in dis- ress, ‘The Chen-Yuen and Ting-Yuen were built at_the Vulcan works, Stettin, Ger- many. The former was launched in De- ey 1882, and the latter in December, INCOME TAX CASE Set for Hearfng by Court of Appeals on the 14th. The case of John G. Moore against the commissicner of internal revenue has been set down by the Court of Appeals for a hearing on the 14th instant. This is the case in which Mr. Moore seeks, by injunc- tion, to restrain the commissioner from proceeding to collect the income tax, the complainant having appealed from the de- cision of Judge Hagner, denying the in- junction. On motion of Assistant Attorney General Whitney the government was al- lowed to argue the appeal on the brief filed below. > Detective Horne Promoted. The Commissioners have adopted a rec- ommendation made by Major Moore which involves two changes in the detective office. The order promotes officer Edward Horne to the detective office, with an in- crease of $20 a month in his salary, and reduces Detective Wheeler to the ranks. This was rendered necessary because of the continued ill health of Detective Wheeler, who has been unable to do duty for several months. Officer Horne, who is promoted, has been doing special work with the de- tective corps for a long time, and his pro- motion was the result of his good work in capturing criminals and doing other good work. ——— Transfers of Real Estate.
