Cole- man, who lives on Washington street, but reither is serious and no fears are felt that the disease will spread outside of the house where it now exists. Many cases of destitution among both white and colored families In Anacostia and victnity have been reported to Ser- geant Kerby, who has charge of the Ana- costia substation, during the last few days. It ts believed that there are more cases of distress in this town and neighborhoed at present than there have been so early in the winter for several years. All cases are relieved, so far as lies in the power of Sergt. Kerby, but the funds in his pos- session for the purpose are very low and more money is greatly needed. WELLER’S RESOLUTION East Washington Citizens Postpone Action on Mr, Dove. The Garbage Matter and a Letter on the Subject—Other Matters Con- sidered Last Night. A regular meeting of the East Washing- ton Citizens’ Association was held last night at Baum’s Hall. Tae attendance was very small by reason of a misunder- standing as to the nature of the business which was to come before the mecting. At the special meeting of the associa- tion held in December, Mr. M. I. Weller intreduced a rescluticn protesting against oval of the superintendent ef the shington branch post efice and East W: the appointment of Mr. J. Maury Dove. The resolution was the special order for last night's meeting. The secretary of the association was not present at the special meeting. at which the resolution was in- troduced, and was not apprised of it, so that the call issued for last night’s meet- ing contained nothing to indicate that the important matter of the East Washington branch post office was to come up as the special order. It was announced that this misunderstanding was responsible for the slim attendance. It was said on several sides in the ifeeting that the members had understood what the nature of the busin was to be the attendance would bave been very large. Presidert Babson, because of illness, was not able to be present, and Dr. W. A. crof- fut presided. Routine maiters were dis posed of, and the question of garbage was suggested by the presentation of the re- port of Gen. S. S. Yuder of the committee on public health. In presenting his report he stated that within the last two or three days the condition of affairs had under- gohe a considerable improvement, but still the conditions were bad enough. Garbage Letter. Gen. Yoder then read a letter reciting the status of the garbage question and the complaint of the association. This letter was addressed to Representative James R. Williams, chairman of the House subcom- mittee on appropriations, and by direction of the association was referred to that committee. The letter set forth the in- adequate and unsanitary disposal of gar bage, and the menace to health in permit- ting hundreds of tons of garbage and dead animals to le festering on the docks await- ing transportation down the river. This biockade of refuse was caused every time the river froze, and was sometimes brought about by other causes. Gen. Yoder men- tioned the fact that in February, 1 when the great freeze in the Potomac curred, garbage and animais accumulated on the wharves for weeks. ‘The same con- ion confronted the people of the District last summer, when the governors of V ginia and Maryland prohibited the dispo: tion of the cit: garbage on the shores of those states. ‘The letter coutained the fol- towing paragraph: Other Places. “The Commissioners of the District, in their estimate of appropriations, have asked for $20,000 for the disposal of the garbage and dead animals within the limits of the District. Pies aes REFORM IN NEW YORK. Report of the Chamber of Commerce Committee. At the monthly mecting of the New Yo: Chamber of Commerce yesterday the spe- cial committee appointed on December 6 to report 01 the subject of municipal reform handed in its report. Accompanying the report was a letter, in which the commit- tee said that they were convinced that there could be no complete reform unui the municipal government was lifted out of politics. The three chief recommendations made in the repert which follows are that the Lexow committee be continued with power to investigate the other departments, that the powers of a court of record be con- ferred upon it and that the cyer and ter- miner ¢ ecute public oificers guilty of corruption The Chinese Squadron. Word has reached the Navy Department that the flagship Baltimore arrived at Cheefoo Tuesday, from Taku, at the mouth of the Pei-wo river, and that the cruiser Detroit and gunboat Machias ar- rived at Port Said Monday on their way to the Chinese station. The Yorktown is at Cheefoo, and none of the other vessels on the station has changed her place. From the W. C. T. U. Bulletin. Very much has bee2n said in the secular press lately of the condemnation of “liv- ing pictures’ by the W. C. T. U. The dailies of last week contained a letter of thanks from a number of girls in New York, who pose in such exhibitions, to Mrs. E. B Grannis, president of the Chris- tian League for the Promotion of Social Purity, for her defense of them and their means of support. Reference was made in this letter to the crusade of Lady Henry Somerset and others against “‘living pic- tures” as unkind and uncalled for. These statements call for an explanation. ‘The W. Cc. T. U. is not opposed to “‘living pic- tures” in toto, but only to the impure ele- ment in them. Many of them are repre- sentatives of pictures and statuary in no sense objectionable, but beautiful, pure and ennobling. and against such the W. C. T. U. has no fight. The Marriages Declared Mlegal. There is trouble in the Salvation Army over a decision of City Register Whitmore at Boston that marriages solemnized by Brigadier Brewer are illegal. Several Sal- vation Army lassies have been married by the commander of the army in that city.
