Mowbray of London, well known in thir country and in England for his enarchist views, was locked up last evening at the central police station in Philadelphia, by order of Superintend- ent Linden. Mowbray’s arrest was effected on the strength of a warrant sworn out by Special Officer Bernstein, who accused the prisoner with “inciting to riot and using threatening and picendiary lanruage in the presence of a ‘large number of people to incite them to deeds of bloodshed.” ‘The opportunity for the arrest came when Mowbray lectured last evening in Skerett Hall, Ridge avenue and Green street, on this topic: “Reform or Revolu- tion—Which?" The hall by no means was crowded, and when Police Jicutenant Smith stepped up to Mowbray, after the lecture was over, and informed him that he was under arrest, Mowbray laimed in a tone of strong disgust: “What has been my crime?
