Gompers Believes That the Working- man Should Leave the Old Parties. The fourteenth annual convention of the American Federation of Labor was called to order by President Samuel Gompers at Denver yesterday. John Burns, the English labor leader, en- tered the hall as Mr. Gompers concluded, and was greeted with loud applause. Thomas ¥. Patterson of Denver spoke on “Labor's Hough but Noble Struggle.” He said that while the individual employer might feel a sympathy for his employes, the corporation could ,eritertain no such emotion.. The action of the federal gov- ernment in the Pullman strike was de- nounced as tyrannical. The general man- agers, he said, should have been held re- sponsible for the delays of the mails. Capital, he*said, controlled the situation either by influencing elections or by pur- chasing the members of the national and local legisiatures. President Gompers in his annual report said: “We meet in convention under most inauspicious ciroumstances and at a time when the workers are still suffering from the paralysis of industry resulting from the incompetency of our modern captains of industry. In a land so bountiful, so broad and yielding as ours, with a people earnest, energetic and vigorous, anxious and willing to produce the wealth so neces- sary to their existence and comfort, it is an indictment of our civilization, charging it and those responsible for it with the unnecessary and wanton misery of more than a million and a half of workless workers.” Mr. Gompers opposes compulsory arbitra- tion because of the onerous conditions pro- posed for the enforcement of an award against labor. ‘The first duty of the laborer, he says, is organization; the second, con- ciliation, and the next, possibly, arbitra- tion, but compulsory arbitration—never. Referring to political action, Mr. Gompers says: “We should endeavor to do all that we possibly can to wean our fellow-work- ers from their affiliation with the dominant political parties as one of the first steps necessary to insure wage-Wworkers to vote in favor of wage-workers’ interests, wage- workers’ questions and for union wage- workers as representatives.” ——__--e-+-___ Naval Orders.
