Mr. George Simmons, secre‘ of the Columbia Heights Citizens’ ition, on being questioned by a Star reporter on the attitude of his association on the subject of the proposed location of the contagious disease hospital said: “Perhaps no site that could have been selected for the hospital would have been open to so many objections, and the won- der is that the Commissioners, who have heretofore been regarded as careful busi- ness men, should have made such a serious mistake. Of course, the subject is of vital importance to the members of our asso- ciation, who are nearly all dents of the invaded section, and we will be found in the hottest of the fight against this out- rage to the end. “Our fight against the contagious hospital dates back to last spring, when an unsuc- cessful attempt was made to place it in the grounds of Garfield Hospital, and the enmities then engendered had, I think, much to do in influencing the Commis- siorers in making the present selection. They keenly felt the siing of defeat, and at once commenced looking around for revenge. Indeed, the site now sought to.be pete jad feed purpose was ae last e, just after the Garfield Hospi pro- ject was abandoned. “There can be no justification of this selection from any standpoint, whether of paged utility or public or private interest. t means financial ruin to many a poor man who has invested all of his earnings in a home or in a lot as an investment, for there is no disputing the fact that the es- tablishment of such an institution in our midst means ruinous depreciation of -val- ues. One discouraged young man remark- ed to me today that all of his savings for the past ten years were recently invested near the proposed site, and that he now felt as if all was gone. This is only one case in many where great individual hard- ships would result. And looking at the matter from a public point of view ita working would be equally ruinous. ‘Mount Pleasant is the most flourishing. of our suburbs, and in a few years, if not blighted, will be the center of a vast popu- lation. During the past two years of finan- cial depression it has enjoyed unusual pros- perity, more buildings (structures of a costly character, having been constructed in it than in all the other suburbs combined. All this developing activity means rich ad- ditions to the District's coffers in the mat- ter of increased taxes; but now it is pro- posed to strike down this liberal contribu- tion of finacia] wealth! And why? It can- not be for want of a more suitable location for the hospital. There must be some other reason, and some are uncharitable enough to suggest a mercenary one. But, of course, I do not subscribe to this, for our Commissioners are honorable men—men who are above any suspicion of the kind. “Consider the location from a sanitary. standpoint, and the objections are still more serious. The Mount Pleasant plateau stands high, and its sewerage system ex- tends into and through the city to the southward and southeastward. Now, this proposed site is on the verge of two large sewers, which carry their filth into and through the city. It is a well established fact that the germs of con! ion, especially, that of smallpox,are conveyed through such channels. I read an account some time since of a dreadful smallpox epidemic that ravaged one of the larger Barbarian towns, in which the fact was brought out that the disease reached the town from an elevated suburban point through a sewer. Thus it will be seen that the health of the whole city oe be —— by the estaviisnment here of e pest “The main object of a contagious disease hospital is to prevent the spread of disease by means of isolation, but the Commis- sioners would reverse matters by placing the pest in the midst of population, thereby, greatly aiding the spread of disease. “J do not think this scheme will suc- ceed. I have too much confidence in the henesty, integrity and good sense of the tribunals to which we are going to appeal. But we must not indulge that overconfi- dence born of a righteous cause. What is most needed now is a rest from the agita- tion of this subject. The act of Congress under gwhich the pest house is sought to be established was approved in March, 1893, and ever since that time, nearly two years ago, the residents of different sec- tions of the city end District have been subjected to unnecessary worriment by having hoisted over their heads the specter of a contagious hospital. The Commission- ers have sh staked —— ‘ee — ble of properly attending e matter, ha it ought to be placed in other and more capable hands. It may be that their other duties have been too exacting to give proper attention to it, and I have no doubt but that they would like to be re- lieved of the annoying duty. “TI would, therefore, suggest the follow- ing as a practical and satisfactory method of disposing of this troublesome question: Let the iaw be so amended as to limit the territory within which the hospital shall be established by providing that it shall not be located within one or two miles of the original limits of the cities of Wash- ington and Georgetown, and that the site shall be selected by the surgeon general of the army.” ‘ais caicaalietcnaest THE TIME LOST. One Hundred Citizens Lose, Years Going to City Post Office. There were thirty-nine men at work on the post office building on this clear, beau- tiful morning, with the atmosphere get- ting scandalously near the freezing point. These men might possibly finish the build- ing, if they were possessed of sufficiently general abilities, by the 30th of September, 1899. But, alas for such a calculation, they were only stonesetters, bricklayers, mortar mixers, a few—very few—iron handlers and “toters.” There were no men of talent to finish the interior, so this calculation must be disregarded. Connection has now been made with the lghtning calculator who has been strug- gling with the problem of the time lost by the citizens who have occasion to go to the now out-of-the-way temporary office. He takes as a basis one hundred men who have daily need to go to the office. This is a fair start. He estimates that un an average they ‘need ten minutes to make the trip both ways, that is, five going and five coming. This gives a loss of 1,000 min- utes a day, six thousand a week, which does not count in Sundays, and 312,000 a year. It is fair to suppose thet the new building will not be ready for occupancy for five years longer. That will bring it just to the end of the century. This estl- mate is a compromise between the original estimate of an average of twenty men per day, and the record made at the site dur- ing the past eight weeks. In five years there will have been lost 1,560,000 minutes, or 26,000 hours, which gives 1,083 1-3 days. As the starting point was on the basis of six days of the week, so this phase of the computation must be on the same basis. Therefore,in five years there will have been lost a total of 3.46 years in time expended by 100 citizens who have daily business with the post office. This does not take into account the time already spent in the two years and a half that the G street building has been occupied. This period represents a waste of 1.73 years, whi added to the other, gives a total waste o! 5.19 years by 100 persons in seven and a half years. —_———-__. . Barbour’s Troop Make Some Plan ‘The members of battery A, light artillery, District of Columbia National Guard, will combine business with pleasure in its cole- bration of Thayksgiving day. Forty stanch batterymen, comprising what is known as the Napoleon platoon, under command of Capt. Forsberg, will, at 10 o'clock in the morning, set out from the 8d strect armory for a practice march to Brightwood. Upon arrival at the latter place a mounted drill is to be held and the natives given an opportunity to judge of the skill of the Washington soldiers in 1d maneuvers. er they are to be soldiers in the true sense ef the word for one day at least the battérymen will cook their rations, this novelty taking place about mid-day, An- other mounted drill will occur in the after- noon, as well as a standing gun drill and a number of athletic sports. Returning, the battery will leave Brightwood about 4 p.m., and it is due at the armory on hour later. Capt. Horton of the, bri staff and a number of other officers been invited to accompany the battery as guests on the outing. Troop A has al decided to make a field day of Thursday next. Tho ca forty strong, under command of Capt. 8. Barbour, will start about 1 o'clock in the afternoon, and wend its way probably, to Overlook Inn, across the Eastern branc! but possibly to Brightwood for a visit the battery. The troopers have arranged to return to the city about nightfall, and they will then indulge in an oyster roast at the Hotel Belford.
