HARD 10 GET anes THE VOTERS OUT Congressional Candidates Endan- gered by Prevailing Apathy. NOTES OF THE CAMPAIGN - = Correspondence of The Evening Star. RICHMOND, Va., Octob 5, 1804. The apathy in the democratic ranks is causing undisguised anxiety on the part of the leaders of that party here. It seems a matter of impossibility to arouse the masses up to the pitch of enthusiasm so notice- able in past campaigns. This cannot be attributed to a lack of activity on the part of the leaders, for the hustings have ‘been crowded ever since the opening of the cam- paign. There never was a time in Virginia when the democratic leaders have shown as much activity as during this canvass. Nearly every public man in Virginia has taken the stump, and every court green on county court days is filled with speakers of the various parties in Virginia. Notwith- standing all this, the masses, especially in the rural districts, do not seem to take any interest whatever in the contest. The speakers say they have the greatest diffi- culty in getting them out to attend the meetings. Uniess farmers, they say, live very near the court house or the place of speaking, they will make no effort to at- tend, and they seem to discuss the situation very little among themselves. There is a striking contrast to this within the town! fm the state, ‘Ine merchants and manutac- turers have been aroused to the highest ich of enthusiasm, and they are working Bara for their respective parties. The sit- Vution as it stood a week ago has not ma- termily changed. The republicans, except im one district, are composing the opposi- tion to the democratic candidates; the pop- ulists, especially the leaders, are very apa- thetic, and, in fact, do not even boast, which heretofore was their most prominent weakness, Mr, J. Haskins Hobson, chairman of the state populist committee, when seen by The Star correspondent today said: “We are claiming nothing this year. Heretofore we have been making some predictions, but in this canvass we are hard at work and do- ing no boasting.” Mr. Hobson has been selected by the committee as the candidate of the party in the fourth district, and when asked if he was making any can- vases repiied: “No; 1 am not. My duties here as chairman of the state committee of my party and the management of the Vir- ginia Sun keep me pretty closely confined.” When asked if he thought he would be elected he replied that he was not clatming anything, and would say nothing more. The time in which candidates for office to be voted for at the November elections should be named, under the new Waiton election law, has expired. All of the can- didates complicd with the law, and a re- course to the records shows that there are democrats, republicans and populists run- ning in every congressional district, and prohivitionists in every district except the Rinth. Among the jast of the populist aspirants to send in his name was Mr. Hobson in the fourth. A great many of the democrats in Virginia boast that a solid democratic deiegation will be sent to Congress agaia this fali, and profess to believe that the new Walton election law will materially aid them in se- curing the return of the democratic can- @idates. The state chairman, Mr. J. Taylor Ellyson, says the elections will be con- ducted honestly under it. Fitz Lee on the Stump. The feature of the contest during the past week was the appearance, for the Arst time during the campaign, upon the stump, of ex-Gov. Fitzhugh Lee, who, it will be remembered, was defeatcd fur the United States Senate by Thomas S. Martin last fall. Gea, Lee in his speech came out in favor ot free trade, to the surprise of many of his friends; but the featwie of the g eral’s speech, and which was looked for with a great deal of expectaucy, was a reference, indirectly, to his defeat for the Senate This was Gen. Lee's first public utterance on the subject, und what he sald was, of course, of great interest to the public at large. He said that the peo- ple had awakened to the fact that there were persona in the Senate not placed there by the power of the people. He was there- fore tn favor of the election of Senators by the people direct, and the House of Rep- resentatives had contirmed this by a vote of 150 to 40, and it was now before the Sen- ate for its action. Speaking further on this subject he suid: “Our forefathers, wise In their day and generation, with great skill, constructed the legislative department of our governmen it was intended that there should be a House which should represent, in propor- tion to population, the fresh, popular will, and a Senate which should stand for the reservation of the equality of the states. ittie did these great statesmen dream that the majority of a dominant party in the legisiature, which practically, under the caucus system, selects a United States Senator, would be controlied, as the years rolled on, by any other motive than a pur- pose to carry out ihe views of those whose votes made them legislators. The govern- mental framers supposed that United States Senators, elected by legislatures, would be a creation of the people them- selves, speaking through their state legis- lative representatives. “It is charged that the Senate, as now constituted, is a standing menace to the Hberties and morals of the people; that the selection of Senators in many instances disseminates corruption in their midst,which will finally deprive them of their rights end make them the slaves of rich men, corporations, monopolies and trust: Gen. Lee received a great ovation upon the delivery of his speech, and the crowd which he drew, and the enthusiasm with which his remarks were received, con- firmed the belief that he has not lost his hold upon the common people in Virginia, who love Fitz ee as they do no other man in public life. ‘A new star has entered the political con- test in Virginia. It is Sam Smail, the cele- brated temperance fanatic, who is editing a@ new prohibitionist paper at Norfolk, Va.— The Pilot. Mr.“Smail is going for the dem- ocratic party with gloves off. In a recent speech he eulogized Fitzhugh Lee, greatly to the surprise of his hearers. It seems that Small has eaught on in a desire to make political capital by praising Lee, who is loved by all parties. The reports say that Mr. Small in his speech aroused the crowd to a high pitch of enthusiasm by an elo- quent tribute to Fitz Lee, “who now was standing forth in his confederate gray pleading with the people for the continued supremacy of his party. The gray was torn in front by bullets, but the only mark on its back was caused by a stab inflicted in the house of his friends, when his serv ices to his state were forgotten, and hi name, venerated from the Potomac to the Rio Grende, was discarded at the command of the railroads.” Democratic Leaders Not Satisfied. The democratic leaders in Virgina do not hestitate to admit that they are not satis- fied with the congressional outlook in Vir- ginla, A well-known democrat said to The Star correspondent today that he would not be surprised if the demccrats should lose several districts. He was not altogether satisfied with the conditions existing in at least five districts. “No one,” he said, “can foretell what the result of the existing epathy may be. It may be far more ex- pensive than any one dreams of, or it may not amount to much.” At any rate, this articular democrat is very decidedly of he opinion that the democrats are by no means out of the wilderness vet. This jeems to be the prevailing sentiment among the democratic leaders when their opinions are expressed in private. Of course, when they talk for publication they make it as bright for thetrparty as possible, but it can be said with safety that the imperturbable chairman, Ellyson, is by no means jubilant over the prospects. The democrats, it seems, are turning their attention especially toward the second dis- trict, where Mr. Tyler, the democratic can- didate, has at least an uphill fight. The split in Norfolk city in the democratic ranks is, as was expected, playing an important part in the contest. This district is co: ¢ededly a republican district, but the dem- ocrats have for the past four years succeed- ed in wresting it from the republican col- umn by hard work, and another cause tol which democratic victory was attributed is disaffection among the republicans in the district. The republicans now, it is said, are united and harmonious. Everybody in the party is working for Mr. Borland, and his chances for success are good. Mr. ‘Tyler, on the other hand, is making what is known in Virginia as a “still hunt.” He is working as if his life was at stake, and is making almost a house-to-house canvass. It can be said that Tyler will see and speak to every democrat in the district. Those who know Tyler say that he will win, but there are others who have grave fears as to the result. Another district where the democr®ts are manifesting some uneasiness is the fourth, where Mr. W. R. McKenney of Petersburg is opposed to R. T. Thorpe, the republican candidate. A hot and close fight 1s in pro- gress. Both are fighting to win, and both profess to feel confident of success. It is believed that the nomination of Mr. Hobson in this district as the populist candidate will affect the result in no way. It can be plain- ly seen that Hobson does not expect to win, and a good many think his candidacy is a mere sham. The democrats say those who are not for them are against them, and that if a voter does not cast his ballot for MeKenney, if he votes at all, he will sup- port Thorpe. It is true that Hobson will get a few votes, but it is probable that if these did not have Hobson to vote for they would not vote at all. Thus it can be seen that the fight is be- tween the republican and democratic candi- dates, and when the complexion of the dis- trict is taken into consideration, it will be evident that Mr. McKenney has no grounds for boasting. The district is concededly anti-democratic. There are thousands of negroes in the counties on the south side, and a negro in Virginia can never be count- ed upon to vote the democratic ticket. ‘The situation in the sixth district is a complicated one. Major Otey is opposed both by Mr. Rucker, the populo-prohibition- ist-fusion candiate, and by Mr. iiampton Hoge, the republican nominee. Some of those who are posted in this district seem to think that Hoge is practically out of the race, and that the fight is between Rucker and Otey, while others say that it is prob- able that’ Rucker will draw enough strength from Otey to elect Hoge. Thus the matter stands, To render a fair estimate as to the strength of each candidate is impossible. All three of the candidates are fighting to win, and especially Hoge is making a splendid stump fight: While Mr. Otey is a sound, logical debater, he does not arouse the masses to the point of enthusiasm which is within the capabilities of Mr. Hoge. Rucker has one set speech which he delivers with fine effect, but in a joint dis- cussion he is outclassed by most of the op- position speakers. I¢ is not so with Hoge; he can hold his own with any man on the stump, and his signal victory over John BE. Massey in a joint discussion at Halifax C. H., has placed him in the front ranks of political speakers in Virginia. ‘There are several reports of a disquieting nature for the democrats from the tenth congressional district, where Representative Harry Tucker is opposed by Jacob Yost of Staunton. It seems that there is consider- able disaffection among the democrats in several of the counties of the tenth, which although through no fault of Tucker, ts operating to his injury in the contest. The reports indicate that the voters are rally- ing around Yost in large numbers, and if the sentiment of the audiences before whom the joint discussions take place is an index, Yost haus a show of defeating the brilliant son of John Randoph Tucker. The Star correspondent is informed at democratic headquarters that the fears that were for a time entertained for Morrison in the ninth district, who is opposed by Gen. Walker, the sepuilican nominee, have en- tirely disappeared. Chairman Ellyson re- cently made a personal visit to this district, and when he returned said he woukl give himself no further’ uneasiness about Moggi- son. Perhaps there {s more democratic en- thusiasm in the fifth district; where Repre- sentative Swanson is opposed by Judge Cor- nett, on the part of the republicans, and Major Haile, on the part of the populists, than in any other district in Virginia. Swanson is noted as a hustler, and he has infused enough of his activity into his can- vass to entirely remove the apathy existing there. The democratic managers seem con- fident of Swanson’s success. He is a splen- did organizer, and a brilliant stump speak- er, and has a hold on the people which it is not believed the cpposition can break, es- are ly since it is split between two candl- dates.
