McKinley made his tour through Michigan last week. Mr. McKinley, in common with other republican orators, 1s inclined to take somewhat of a pessimistic view of the industrial and commercial sit- uation. At Owosso, where his special train made a brief stop, he talked to the crowd from the balcony of a big furniture fac- tory, which for three weeks past has been running night and dey, with as large a force as the facilities will permit. At Ionia the faciaries are running twelve hours a day, and the democrats swung to the breezes a monster banner, beating an In- scription to that effect for Mr. McKinley's benefit. In this city the factories are run- ning to full cypacity, and some of them overtime. But Mr. Mexinley's tour demon- strated one thing, and that is that he has a warm place in the hearts of Michigan re- publicans. Mr. Herbert found that neither Secretary Whitney's plan nor any other efficient plan would do away | with specializing work, and that there must be specialists for each one of these several classes of duties. His purpose was to secure harmony and co-operation in construction of all the different parts of a ship. The order just issued attempts to do that. It recognizes that the chief of the bureau of construction and repair is responsible for the hull of the ship, and that the hull of the ship carries the enxines, the armor and armament. In the first place, all plans for a ship are the result of the co-operation of all these bureaus, approved by the Sec- retary of the Navy, and the new order secures this end, that after the ship is in progress of construction no change of any importance can be made by the bureau of ordnance in armor or armament, by the bureau of engineering in machinery, or by the bureau of equipment in fixtures that will affect the ship, without having it sub- mitted to the chief of the bureau of con- struction, who shall forward it with his objections, if any, to the Secretary. If the change involves the expenditure of less than $0, and is agreed upon by the chiefs of the bureaus concerned, it is not hecessury to submit it to the Secretary. If the chief of the bureau of construction conten piates recommending any change that will affect these other bureaus it must likewise be submitted through them to the Secretary.
