Secretary Carlisle has decided to reject all of the bids recently received by Supervising Architect O'Rourke for the constraction of the public building at Kansas City, and to readvertise for other bids. Under the ad- vertisement issued by Mr. O'Rourke the kind of stone and the time within which the building was to be completed was left to the bidder, and under it several of them offered a number of bids, exch differing from the other as to material, time and price. It is the Secretary's opinion that the government should know definitely what it wants as to materials, etc., and should s*k bids for the erection of the building according to these definite specifications. New bids will be requested at once. China. Secretary Gresham has announced that China has formally ratified the new treaty between that country and the United States. Minister Yang Yu has told the Sec- retary that he is now only awaiting the re- ceipt of the official document Itself to pro- ceed to the ceremony of an exchange of ratificatiors, which will mark the date from which the new treaty will take effect.
